Description
The Military Sealift Command requests proposals for the time charter of one U.S. flagged vessel, capable of maintaining an average speed of sixteen (16) knots and minimum operating range of 13,000 nautical miles (nm). The vessel shall have a minimum capacity of 900 TEUs and be capable of carrying containers laden with ammunition in support of the U.S. Air Force Prepositioning Program. The resulting contract will be a Fixed-Price type with reimbursable elements. The anticipated period of performance is 1 year - 1 year option. This requirement is to verify pricing under an existing option that the Government has the right to exercise. It is estimated, without guarantee, that the Vessel will be at anchor 80% of the Charter period and underway 20% of the Charter period while on-station, including positioning time to and from the deployment area (estimate 20 days each way, total 40 days). The operating tempo may vary. The Vessel shall be capable of deployment to worldwide locations within 24 hours of notification by the Operational Commander designated by the U.S. Navy. The Contractor shall be required to provide phase-out support to assist with the phase-in of the contract for the operation of the vessel. Pursuant to FAR 52.237-3 (Continuity of Services) the Contractor shall provide phase-in/phase-out services until the vessel is delivered to the Government. Phase-in/phase-out support will be provided at no additional cost to the Government. Vessel delivery dates will be provided by the Government.
