- This Presolicitation notice is issued by the U.S. Coast Guard Shore Infrastructure Logistics Center, Norfolk, VA to notify sources capable of providing all labor, materials, equipment, and personnel necessary to support USCG Air Station Borinquen's unit-specific aviation training program of an upcoming solicitation. Air Station Borinquen is located at Rafael Hernandez Airport located near Aguadilla, PR, but all work will be completed within 10 NM of the shoreline and within a 30 NM radius of the Air Station. A Requirements solicitation with commercial provisions in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items will be issued for a base and four option years on or about 29 July 2015. The scope of the acquisition is for the contractor to provide a vessel and all necessary management supervision, personnel, labor materials, fuel and equipment required for supporting helicopter crew hoists and rescue swimmer operations to support Air Station Borinquen's training requirements. Technical, Past Performance, and Price will be considered in the award of this contract. The intended type of contract will be Requirements Type Contract with Firm-Fixed Unit Prices. Anticipated award date is 8 September 2015. This acquisition is issued "unrestricted" under full and open competition. The applicable NAICS Code is 488390 with a size standard of $38.5 million. INTERESTED PARTIES ARE NOTIFIED THAT THIS SOLICITATION WILL BE AVAILABLE EXCLUSIVELY THROUGH THE INTERNET ON OR ABOUT 29 JULY 2015 and is anticipated to close on 21 AUGUST 2015. Once the solicitation is issued offerors may submit questions electronically to Rebecca.A.Brown@uscg.mil for the first fourteen (14) days after the solicitation is made available. The Request for Quote (RFQ) and all amendments will be published for viewing and printing at http://www.fbo.gov. IT IS THE OFFERORS RESPONSIBILITY TO PERIODICALLY CHECK THE WEB SITE FOR AMENDEMENTS TO THE REQUEST FOR QUOTE. No paper copies of the solicitation or the amendments will be issued.
