- Description
- Competition will be limited to 8(a) Small Business Concerns. The North American Industry Classification Standard (NAICS) is 236220 and the annual Size Standard is $36.5 million. Interested parties must be registered in the System for Award Management (SAM) at https://www.sam.gov. Offerors must possess a minimum aggregate bonding capacity of $2 million. The General Services Administration (GSA), Public Buildings, Region 2 solicits proposals for a Design Build Multiple Award Indefinite Quantity Term Contract for Construction in Government Owned and Leased Space Buildings throughout New Jersey. The work to be acquired under this contract may include, but not limited to, renovation and new construction of commercial and industrial buildings, sustainment, restoration and modernization of existing facilities and infrastructures, furniture, fixtures and equipment, and energy management controls as necessary to provide turnkey construction solutions, as well as renovation and/or installation of mechanical, electrical, and plumbing systems and exterior work, to include concrete and limestone installation or repair, and asphalt paving. This Multiple Award Indefinite Quantity Term procurement contains a Base Year and four (4) optional One-Year Option Years. Upon approval/availability of funds, Task Orders will be issued to provide prompt services on an as needed basis. There is no limit on the number of Task Orders; however, the Maximum Ordering Limitation (Base & Option Years) is $25 million and the Guaranteed Minimum (Base & Option Years) is $2,500 for the life of the contract. This contract will be acquired using Source Selection Procedures as identified in FAR 15.101-2 "Best Value-Lowest Price Technically Acceptable." GSA intends to award four (4) Indefinite Quantity Term Contracts to responsible Offerors whose proposal(s) represent the Best Value from the selection of the technically acceptable proposal with the lowest evaluated price. The Solicitation will include a Seed Project (real-life project) that will be utilized to evaluate price reasonableness. The Seed Project is consist of "lobby alterations" in Newark, NJ and its estimated price range is between $100,000 and $250,000. The Government intends to evaluate proposals and award a contract without discussions. However, the Government reserves the right to conduct discussions if deemed necessary. The initial offer should contain the Offeror's best terms from a price and technical standpoint. Most of the Solicitation Package is attached, contains six (6) separate attachments; however, interested parties who possess an "active" SAM Registration must provide an email request to rochelle.powell@gsa.gov to obtain additional documents, Specifications and Drawings pertaining to the Seed Project (Lobby Alterations). Your email request must contain the company's full name and address and a DUNS or Tax ID Number. Potential Offerors are responsible for downloading the solicitation from FedBizzOpps and monitoring the website for possible amendments and/or additional information. A Pre-Proposal Conference and Site Visit will be held on Tuesday, August 11, 2015 at 11:00 a.m. at the General Services Administration, Peter W. Rodino, Jr. Federal Building, 970 Broad Street, 13 th Floor Conference Room, Newark, New Jersey. For the purpose of seating and record of Pre-Proposal Confererence attendees, we recommend that Interested Parties contact us ( rochelle.powell@gsa.gov ) at least 24 hours prior to the conference date. Each contractor is allowed a maximum of two (2) attendees.
