SCA Wage Determinations Texas Statewide Statement of Work with Exhibits 1 and 2 Solicitation No. AG-442-S-15-0019 SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212-5. THIS IS A REQUEST FOR QUOTATION (RFQ) ACQUISITION AND IS A TOTAL SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) code 531320, Offices of Real Estate Appraisers, which is $7.5 million average annual income. BACKGROUND: The United States of American acting through the U.S. Department of Agriculture's Natural Resource and Conservation Service (NRCS), is considering purchasing conservation easements to assist the landowners in restoring, protecting, and enhancing wetlands. These land may be placed under a conservation easement through the Agricultural Conservation Easement Program (ACEP) Wetland Reserve Easement Component (ACEP-WRE). SCOPE OF WORK: All area-wide market analysis (AWMAs) completed for ACEP-WRE must comply with instructions provided by NRCS. Market areas are determined by the NRCS State Office and identified in exhibit 1; Land use types are determined by the NRCS State Office and identified in exhibit 2. The purpose of the AWMA is to provide the fair market value of the land for the land use types typically enrolled in ACEP-WRE in the market areas identified in NRCS. The Contractor must be a State-certified general real property appraiser or obtain a temporary practice permit equal to State-certified general real property appraiser in compliance with title XI of the Financial Institution's Reform, Recovery and Enforcement Act of 1989 (FIRREA) in the State of States where the AWMA is conducted. The Contractor must be in good standing with the licensing authority where the credential was issued, and not the recipient of disciplinary action within the past 5 years from the licensing authority. The Contractor must have demonstrated competency in compliance with USPAP in conducting AWMAs of rural and agricultural properties of the requested type. NOTE: See attached Scope of Work and Specifications for full details. AWARD: The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The anticipated award date is on or before September 2, 2015. TIME FRAMES/DATE. The market analysis must be completed no later than 30 calendar days after contract award. The Government has 15 days from the date of the deliverables to approve and accept the market analysis report. SUBMITTAL REQUIREMENTS. This is a REQUEST FOR QUOTATION (RFQ) PROCUREMENT TOTAL SET-ASIDE for SMALL BUSINESS. Specific instructions for preparing and submission of bids are provided in the solicitation. Interested and qualified firms must submit their bids no later than 2:00 pm (CST), August 27, 2015 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed below: USDA NRCS Texas State Office 101 South Main Street Temple, Texas 76501 All contractors must be registered in the System for Award Management at www.SAM.gov to be considered for an award of a federal contract. For information regarding registration, go to www.sam.gov. There are no costs associated with registering in SAM.gov; registration is FREE! QUOTES SUBMIITED BY FAX OR EMAIL WILL BE ACCEPTED. All responsive bids will be considered. PREPARATION OF BIDS (NRCS, TX, DEC 2007) In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: -- Completed STANDARD FORM (SF) 1449 (one original signed and date copy) -- Provide DUNS number on the front of SF 1449, Block 17a -- Acknowledgment of all Amendments on SF 30 (if applicable), sign and date (if any) -- Completed BID SCHEDULE (Bid Sheet - page 3 of the solicitation) -- Offeror Representation and Certifications. Only complete and provide paragraph (b) of this provision if you have completed the annual representations and certifications at www.sam.gov. If you have not completed the annual representations and certifications at www.sam.gov, you will need complete and paragraph (c) through (o) of this provision and submit with your quote. NOTE - this is a TOTAL SMALL BUSINESS SET-ASIDE procurement. NOTE: Incomplete bids will not be accepted, please review your bid before submitting.
