- SOURCES SOUGHT NOTICE: VA791-15-N-0036 Title: Assistive Listening and Alerting Devices (ALDs) to support the Department of Veterans Affairs. Background: The purpose of this Sources Sought Notice/Request for Information (RFI) is to conduct market research to support the upcoming procurement for Assistive Alerting and Listening Devices. The Denver Acquisition and Logistics Center (DALC) intends to solicit, under full and open competition procedures, the acquisition of ALDs. The DALC is a national distribution center which in part procures, stocks, and distributes these devices to Veterans Affairs medical centers and to veterans. Examples of assistive listening and alerting devices includes devices such as TV Amplification Systems, Amplified Telephones, Personal Amplifiers, FM Systems, Smoke Detectors, Signaling Systems, Alarm Clocks, and other assistive devices. This RFI encourages potential contractors to submit a non-binding statement of interest and documentation substantiating they have a product(s) they feel meets the stated requirement. Requirements Summary: All items that are specified by the VA in this RFI must be commercially available products in the categories below; if you have additional products or innovative technologies that are within these categories, please include a description of the technology(ies) and provide the salient characteristics pertaining to it. TV AMPLIFICATION SYSTEMS AC transmitter, Adjustable volume/gain, rechargeable battery for receiver, compatible with all TV types to include: LCD, plasma, digital and analog, hearing aid or direct audio input compatible, at least 110 dB SPL output, operation instructions, 3.5 mm audio cable, RCA cable (or adapter) and a digital optical cable (or adapter), installation guide, commercial 1 year warranty MILD GAIN (UP TO 35 dB GAIN) AMPLIFIED CORDED TELEPHONES Adjustable Output (Frequency/tone) for Ringer, Adjustable Volume/gain, Hearing Aid Compatible, Battery Backup for AC Powered Phones, Operation Instructions, Installation Guide, commercial 1 year warranty, atleast 2 of the following features: user volume reset, multiple signalers, noise reduction strategies, feedback suppression, specialty buttons, and/or built in external speaker or speaker compatibility, Bluetooth technology, caller ID, answering machine and additional headsets. MODERATE GAIN (UP TO 36-45 dB GAIN) AMPLIFIED CORDED TELEPHONES Adjustable Output (Frequency/tone) for Ringer, Adjustable Volume/gain, Multiple Signalers, Hearing Aid Compatible, Battery Backup for AC Powered Phones, Operation Instructions, Installation Guide, commercial 1 year warranty, at least 2 of the following additional features: user volume reset, noise reduction strategies, feedback suppression, specialty buttons, and/or built in external speaker or speaker compatibility, Bluetooth technology, caller ID, answering machine and additional headsets POWER GAIN CORDED TELEPHONES (45+ dB GAIN) Adjustable Output (Frequency/tone) for Ringer, Adjustable Volume/gain, Multiple Signalers, Hearing Aid Compatible, Battery Backup for AC Powered Phones, Operation Instructions, Installation Guide, commercial 1 year warranty, at least 2 of the following additional features: user volume reset, noise reduction strategies, feedback suppression, specialty buttons, and/or built in external speaker or speaker compatibility, Bluetooth technology, caller ID, answering machine and additional headsets. FM SYSTEMS WITH ENVIRONMENTAL MICROPHONES Environmental Microphone or Omni/Directional Microphone, Minimum Output 105 dB SPL, Minimum Gain 20 dB, Distortion <2%, Operating RF 72-76 MHz (wideband), Volume Control, 216-217 MHz (narrowband), FCC Minimum Frequency Range 50-160 KHZ, Minimum Transition Range 100 ft, Input/Output connectors, Volume Control on Reciever, Battery Operated (if rechargeable, charger must be included), Must Include Headphones, Operation Instructions, commercial 1 year warranty, Must be standalone, but additionally may be compatible with hearing aids. COMBINATION SMOKE AND CARBON MONOXIDE DETECTORS Compliant with UL 1972 Standards - smoke detector, Compliant with National Fire Agency (NFPA) 72G requirement 2010 edition - smoke detector, Photoelectric and/or ionization sensor - smoke detector, Minimum Output 85 dB, Electrochemical sensor - carbon monoxide detector, Stand Alone, at least two of the following alerting mechanisms: flashing light, amplified alarm, and/or vibrotactile signal; Device can be battery powered or if AC powered device must plug into standard home wall outlet (must include battery backup), Installation guide, Operation Instructions, commercial 1 year warranty. SIGNALING/ALERTING SYSTEM (KIT) Smoke detector compliant with UL 1972 Standards, Smoke detector compliant with National Fire Agency (NFPA) 72G requirement 2010 edition, Minimum Output 85 dB, Standalone kit must include a bedside receiver, a smoke detector, an alarm clock, and a doorbell sensor. Additional receiver types and transmitters including baby cry monitor, motion detector, and carbon monoxide monitors may be submitted for consideration along with the required items above., Contains at least two of the following alerting mechanisms: flashing light, amplified alarm (amplified alarm that converts at T3 signal into a 520 Hz square wave is acceptable, if a T3 smoke detector is provided), and/or vibrotactile signal, Device can be battery powered or AC powered. SOUND GENERATORS FOR TINNITUS The VA is considering soliciting for assistive devices/sound generators for tinnitus and is seeking information regarding the available devices in the market. We are focused on bed side units, not ear level units. With your response please provide information and characteristics of these types of devices for our review. The DALC is requesting responses from qualified business concerns; the qualifying NAICS codes for this procurement are 334210 "Telephone Apparatus Manufacturing"; 334290 "Other Communications Equipment Manufacturing"; 334310 "Audio and Video Equipment Manufacturing" and 334518 "Watch, Clock, and Part Manufacturing". The Government is also seeking to gain knowledge of potential qualified sources and their size classifications, Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), HUBZone Program, 8(a), Small Business (SB), Small Disadvantaged Business, Woman Owned Small Business, or large business (LB) status; relative to NAICS 334210, 334290, 334310, and 334518. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this synopsis are not considered adequate responses to any corresponding solicitation announcement. All responses to this RFI shall include the following data: (a) Product information including product specifications. (b) Other relevant product information to establish the capabilities of your offered products. (c) Corporate contact information. (d) Indicate whether your business is a Small Business or Large Business. If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business. If disadvantaged, specify the disadvantaged group. (e) Specify if your firm is certified under Section 8(a) of the Small Business Act. (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). (g) Include the DUNS number of your firm.
