Description
Amendment 02 provides a two (2) week extension for the due date for quote responses. Contractors shall submit quotes no later than Wednesday, August 12, 2015 at 3:30 p.m., Eastern Time. A document titled quote mark Questions quote mark has been attached to this posting and provides responses to questions received from interested companies. Amendment 01 to the solicitation was to clairify that government owned cylinders will be used. Vendors shall ackowledge any/all amendments made to the solicitation by including the statement, quote mark [Company Name] has read and comprehends amendmends 1, 2, 3 etc. made to solicitation W91ZLK-15-T-0327 quote mark. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91ZLK-15-T-0327 and is being issued as a Request for Quotation (RFQ). Under this requirement, the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to award a commercial, firm-fixed-price (FFP) purchase order. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83 (2 July 2015). This requirement has been deemed a 100% small business set aside under the applicable North American Industry Classification Standard (NAICS) code 325120, Industrial Gas Manufacturing. The small business size standard is 1,000 employees. This procurement is being conducted using the Simplified Acquisition Procedures authorized by FAR Part 13. The vendor shall use government owned cylinders. The Period of Performance shall be for one year from date of award. There will be two (2) twelve-month option periods. Delivery, Inspection, Acceptance shall be FOB Destination. Packaging shall be IAW standard commercial practices to ensure safe delivery to destination point. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide: a. Detailed information showing that the Contractor is able to meet the requirements of the Statement of Work; b. Point of contact name and contact information, company CAGE code, DUNS number, and TIN. Partial quotes will not be evaluated by the Government.
