DE P A R T M E N T O F T H E N A VY N A V AL S E A S Y S T E M S CO MM A ND 13 3 3 I S A A C H U L L A V E, S E W A S H ING T ON N A V Y Y ARD DC 2 0 3 7 6- 0 0 01 I N R E P L Y T O J&A Number: 115019 Code: E23 PR Number: TBD JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN COMPETITION This acquisition is conducted under the authority of the Multiple Award Schedule Program as authorized by Title III of the Federal Property and Administrative Services Act of 1949, 40 U.S.C. 501, Services for Executive Agencies, as implemented at FAR 16.505. 1. Contracting Activity The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407- 7001 Contracts Department, Code 02. 2. Nature and/or Description of the Action Being Approved. This is a justification and approval to award a Cost Plus Fixed Fee (CPFF) General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) task Order, on a sole source basis, to General Dynamics Information Technology (GDIT ) Incorporated 3211 Germantown Road, Fairfax, VA 22030-2844 under GSA OASIS Contract GS00Q140ADU205 to provide engineering, logistics, and technical support requirements needed for the various diving programs and their associated systems. This contract extension will bridge the period from the end of Seaport task order N00178-04-D- 4012-HR17 until award of a competitive follow-on Seaport task order. The base period of performance is for two months until 19 September 2015. There is a one month option period for a combined total of three months. 3. Description of Supplies/Services to Meet the Agency's Needs (including the estimated value). The contractor shall provide support to various Fleet, Explosive Ordnance Disposal (EOD), and Naval Special Warfare (NSW) diving systems. The Performance Work Statement (PWS) identifies the engineering, logistics, and technical support requirements needed for the various diving programs and their associated systems. GDIT currently provides a level of effort of support for these functions under Seaport task order N00178-04-D-4012-HR17 through 24 July 2015. The Government's minimum needs have been verified by the certifying technical and requirements personnel. The total estimated value of this effort is $565,000. This effort will be funded with 2015 Operation and Maintenance, Navy (OMN), 2015 Other Procurement Navy (OPN) and FY 2015 Research Development Test and Evaluation (RDT&E) funds. 4. Identification of the Justification Rationale and, if applicable, a Demonstration of the Proposed Contractor's Unique Qualifications to Provide the Required Supply or Service. 10 U.S.C. 2304(c)(1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1. GDIT is the incumbent for the current task order, N00178-04-D-4012 HR17 and is the only contractor that is currently mobilized and capable of providing the highly specialized skills to perform this effort during the potential time frame. The effort entails timely support to provide engineering, logistics, and technical support requirements needed for the various diving programs and their associated systems. Awarding to another contractor for a bridge effort would put the program at risk due to the difficulty of acquiring the required personnel, facilities and the ability to mobilize in a timely manner to meet the program's requirements. GDIT provides engineering, logistics, and technical support needed for the various diving programs and their associated systems. Without another contract in place when the current task order ends, several mission-critical services will terminate, placing the Government at great financial and schedule risk. These mission critical services include: a) Developing, reviewing, updating, and maintaining integrated logistics support (ILS) documentation for US Marine Corps, Explosive Ordnance Detachment (EOD), Naval Special Warfare, and Fleet equipment and related systems and equipment as identified in the PWS. b) Creating and revising life support equipment technical manuals, maintenance index pages, and maintenance requirements cards. c) Providing supply support including allowance parts lists, military essentiality codes and source, maintenance and recoverability codes. d) Pr o vi d i n g i n v en t o r y m an a g e me n t s u pp o r t for the m a n a g e me n t and issue of flee t e q uipment, repair, inspection, and vac u um pa c ki n g ; and dive r pr o pu l si o n d e vi c e (DP D ) ref u r b is h m en t, te s ti n g, and maintenance. e) Providing disassembly and assembly, refurbishment, testing, troubleshooting, and documenting d iving and life support s y ste m s. f) Providing depot maintenance support including complete overhaul, refurbishment, detailed calibration, and/or complex repairs or modifications. The skill sets needed to provide this support are not only unique and complex but also require specific resident knowledge that currently only GDIT possesses. No other sources currently possess the knowledge, technical qualifications to seamlessly fulfill this requirement. Additionally, following the GSA competitive ordering procedures would result in unacceptable delays for the Diving and Life Support (DLSS) program. 5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d). NSWC PCD will seek a price reduction from the schedule holder. The Contracting Officer will determine that this order represents the best value and results in the lowest overall cost alternative to meet the Navy's needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above, for any company other than GDIT, to provide the required support. 7. Any Other Facts Supporting The Justification The Contracting Officer will determine the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable. 8. A Statement of the Actions, If Any, The Agency May Take to Remove Or Overcome Any Barriers That Preclude The Agency From Meeting the Requirements Of FAR 8.405-1 and FAR 8.405-2 Before Any Subsequent Acquisition For the Supplies Or Services Is Made. NSWC PCD is actively engaged in a competitive procurement under Seaport-e N0024-15-R-3012 for the required services and anticipates an award late in FY2015. As a result, the program will experience interruptions in critical services if a new bridge contract vehicle is not in place by 20 July 2015. A milestone chart for the new effort is as follows.
