Description
Background Jetty A was constructed in 1939 to a length of 1.1 miles. Jetty A was constructed as a very large spur groin directed perpendicularly into the Columbia River to direct river and tidal currents away from the North Jetty foundation. The jetty was last repaired in 1962 and the root, trunk and head sections are currently showing signs of deterioration. From 2006 to 2013 Jetty A has lost an average of approximately 10 feet in length and 1,100 tons of stone per year. Project Description The jetty repairs are intended to rebuild the jetty cross section and extend and stabilize the jetty head to Station 89+00 (200 feet). Essential elements of the jetty repair execution include the placement of stone up to 27 ton stones upon existing relict stone, reworking and interlocking the stone to stabilize the jetty cross-section and head. Work includes preparing the site, procuring stone, trucking or barging in materials, stone placement, and site restoration. Additional work to be completed if barging of stone is preferred is dredging access to the jetty, removal of woody debris along the designated access route (adjacent to jetty), construction of a barge offload area at the jetty, and environmental mitigation consisting of placement of woody debris within the designated access route, and harvesting, planting and monitoring of eelgrass in Baker Bay. Location The work is located at Jetty A adjacent to the U.S. Coast Guard Station at Cape Disappointment in Washington. Procurement Method This is an Unrestricted Acquisition. Magnitude of Construction is $10,000,000.00 to $25,000,000.00. In accordance with FAR Part 15, Contracting by Negotiation, a best value tradeoff process will be used when selecting an awardee. The government may consider award to other than the lowest priced offeror but ONLY when benefits merit additional cost. For this procurement non-price factors, when combined, are approximately equal to price. The North American Industry Classification System (NAICS) code for this acquisition is 237990, and the small business size standard is $36,500,000.00. This acquisition will require a Small Business Participation Plan from all offerors, and an acceptable Small Business Subcontracting Plan from large business offerors.
