FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: D - Automatic Data Processing and Telecommunications Services SUBJECT: Sole Source Notice of Intent, Software License and Tokens for ABAQUS Finite Element Analysis Program REFERENCE NUMBER: SB1341-15-RQ-0772 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; KEITH BUBAR, Contracting Officer (301) 975-8329 SYNOPSIS: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Engineering Laboratory (EL), intends to negotiate directly with ImmixTechnology, Inc., on a sole source basis under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements," to purchase new SIMULIA ABAQUS/CAE software licenses and extended tokens for a period of 12 months. DESCRIPTION: The National Institute of Standards and Technology's (NIST's) National Earthquake Hazards Reduction Program (NEHRP) Group develops new and improved models to facilitate accurate analysis of the performance of structural members, subsystems and complete structures under extreme loading such as earthquake ground motions in order to determine performance within and outside established design limits; generates and disseminates reliable structural member performance data; develops new design requirements for performance based structural engineering (PBSE) standards and collaborates with national standards organizations, U.S. structural engineering practitioners and the construction industry and the Federal Government in PBSE development. In order to meet its mission requirements, the NEHRP Group requires the ABAQUS Finite Element Analysis (FEA) software to discretize (divide up) complex structural members or subsystems into a finite number of elements that can be solved in relation to each other. A significant part of this work is to evaluate the response using the ABAQUS FEA software to examine the detailed internal response to the imposed loading and to develop simplified means of predicting this response in a design format where detailed analysis is not required. Secondly, expansion of the test results to a significantly wider range of structural steel cross section sizes is required to enable structural engineers to utilize this important information to design structural members that are of sizes outside the range of those tested. This work is seminal, providing critically needed information for the design community that has not been available previously. What test data that have been developed for structural steel elements has not had the realistic loading environment utilized in the NIST tests, nor have the section sizes studied here been evaluated previously. ABAQUS has been the standard FEA package used in the majority of the previously published work in this area. ABAQUS has superior material modes for use in structural steel research, can accurately capture material behavior under significant demands as well as accurately depict instabilities. Solutions using ABAQUS tend to be stable for these kinds of applications. The ABAQUS software is supplemented with SIMULIA, Complete ABAQUS Environment (CAE) and Insight software modules. SIMULIA is a powerful and complete solution for performing virtual tests with realistic simulation which helps reduce product development time and costs, while improving reliability. Insight provides the user with design exploration and optimization technology. The software lets users explore thousands of design options among competitive choices. CAE is a tool that allows the user to visualize advanced ABAQUS analyses. Users can create geometry, import CAD (computer-aided drawing) models for meshing, or integrate geometry-based meshes that do not have associated CAD geometry. While other software developers sell products similar to, but not identical to ABAQUS+Insight, these products are not compatible with the NEHRP Group needs in its current research, nor are they compatible with established analytical models developed by the structural engineering community in evaluating the response of structural steel members and systems to severe lateral loading. ABAQUS is the default FEA software for this kind of research. Switching to an alternate software product is not an alternative due to the technical capabilities of ABAQUS in its modeling of structural steel members and systems to capture both nonlinear material behavior as well as geometric nonlinear behavior which can cause loss of stability and buckling. The stability question is the central issue being studied by NEHRP through this testing program. It is critical for NIST to accurately depict this behavior for a wide range of section sizes, a larger range than is possible to test, so as to enable NEHRP to develop improved design recommendations. ***** Sole Source Justification is based on the following: ImmixTechnology, Inc. is uniquely qualified to meet these requirements and provide these services to NIST EL because it is the sole authorized reseller of the required items at the anticipated dollar threshold of this requirement. *****The North American Industry Classification System (NAICS) code for this acquisition is 541519, Information Technology Value Added Resellers.
