Description
Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to issue an Invitation for International Bidding (IFIB) to provide contractor support for the Allied Command Transformation Intelligent Customer & Technical Support Contract. The bidding procedure will be Sealed Bidding (Lowest Price, Technically Acceptable). Partial bidding is not authorized. The Department of Commerce reference for this project is IFIB-ACT-SACT-15-13. Potential prime contractors must 1) be pre-approved for participation in NATO International Competitive Bidding (ICB) and 2) must have performed similar tasking to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and must have appropriate professional training and experience in a related field. REQUIREMENT The Allied Command Transformation Intelligent Customer & Technical Support (TACTICS) contract is designed to establish the conditions in which SACT has timely access to the leading-edge capabilities necessary to tackle challenges and problems whose size and complexity defy solutions by solely using existing staff or tools within NATO's established organization. The TACTICS contract is an integral part of SACT's comprehensive organizational and operating strategy that enables mission accomplishment by integrating high quality deliverables from a trusted industry partner, with the unique and manifold capacities of NATO's established workforce and toolset. In launching the TACTICS Contract, ACT is adopting a "Just in Time" (JIT) approach to obtaining essential technical support from industry. The JIT approach replaces earlier conventional contracting models, some of which saw contractors based permanently on-site at HQ SACT for multi-year periods. Three Work Packages are envisaged, as follows: 1. Integrated Product Delivery. The Integrated Product Delivery (IPD) function will serve as the platform for the delivery of products industrial and commercial capability and best practices to the ACT Client. The contractor will assign an appropriate contract management and reach back structure in order to connect with the Client and deliver the IPD function. In order for the contractor to be agile and responsive to emerging requirements for the development of deliverables, the Contractor's solution for providing IPD shall ensure the Contractor maintains awareness of the Client's business domain thereby enabling the Contractor to be rapidly oriented to new requirements for deliverables, shortening timescales between initial tasking and delivery. 2. Intelligent Customer Ability. In pursuit of the transformational mission, HQ SACT obtains technical services and products from a variety of providers. As a strategic headquarters, HQ SACT is charged with leading NATO's transformational campaign which is characterized by significant long-term investments and critical decision-making with the potential to have an impact over decades; the need for a robust system for quality assurance is clear. The breadth and diversity of SACT's business area are such that HQ SACT will likely benefit from having the ability to access expert advice and perspectives, both complementary and alternative, from a third party. 3. Technical Concepts, Trials & Experimentation. The Contractor shall deliver TCTE products that support the conceptual visualization, planning, execution and output of ACT's diverse technical programs and projects. The TCTE products will contribute to program initiation, testing and experimentation, capture, scrutiny and collation of results needed to deliver a high quality output which will normally be in the form of objective evidence to inform decision-making. Venues for Trials and Experimentation will vary from workshop settings, through laboratory facilities, to full-scale field exercises. HQ SACT will specify the types of products required; products required from the TACTICS contractor may contribute to, but will not wholly deliver, the following programs: Command & Control Systems (C2) and Processes; C2 Interoperability Verification; Information Exchange Requirements; Ballistic Missile Defense; Space; Counter-Improvised Explosive Device; Land C2; Air C2; Maritime C2; Strategic Communications; Joint Intelligence, Surveillance & Reconnaissance; Cyber Defense; Expeditionary Medical Support; Logistics Chain Management; Technical Trials; Experimentation; capability development efforts spanning the Doctrine, Organization, Training, Material, Leadership & education, Personnel, Facilities & Interoperability spectrum. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES Firms should request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application) by: 26 August 2015 Please note, however, that HQ SACT will accept nominations to the bidders list (DOEs) up to the bid closing date. IFIB release (target): 31 August 2015 The IFIB will be posted on the following website: http://www.act.nato.int/contracting-procurements Bid closing (target): 13 October 2015 Period of performance: 01 January 2016 - 31 December 2016 with four possible option periods (01 January 2017 - 31 December 2017, 01 January 2018 - 31 December 2018, 01 January 2019 - 31 December 2019, 01 January 2020 - 31 December 2020)
