- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 (effective 6/8/15). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. The solicitation number is P15PS02073, and the solicitation is issued as a Request for Quotation. The NAICS code is 484220 with an associated small business size standard of $27.5 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. ATTACHMENTS TO THIS SOLICITATION. The attachments must be opened individually, and can be downloaded and saved or printed. Besides the SF-1449 solicitation form, there are three attachments: Attachment no. 1 (this combined synopsis/solicitation), Attachment no. 2 (Scope of Work), and Attachment no. 3 (Dept. of Labor (DOL) Wage Decision WA 05-2559). NOTE: The DOL wage decision is only applicable to the hauling of the excess soil and other materials as described in the attached Scope of Work, not applicable to the delivery of materials. DESCRIPTION. The National Park Service, Olympic National Park (OLYM), has a requirement for a vendor to deliver various classes of rock to three locations in the park and haul and dispose of excess soil, asphalt and alder root wads from three sites located in the park. Locations for rock product delivery includes the Elwha park entrance located approximately 2 miles south of Highway 101 on Olympic Hot Springs Road; Elwha Pit located approximately 2.5 miles south of Highway 101 on Olympic Hot Springs Road; and Sol Duc pit located approximately 2.5 miles south of Highway 101 on Sol Duc Hot Springs Road. Rock products delivered to the Elwha sites will be used for bank armoring, root wad ballasting, and roadway base course placement. Rock products delivered to the Sol Duc pit will be used for gabion construction, bank armoring and bridge abutment construction. Locations for hauling excess materials includes the Elwha pit, Sol Duc pit, and Sol Duc group campsite located approximately 11.8 miles south of Highway 101 on Sol Duc Hot Springs Road.
