Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) # NB672020-15-03755. Oral offers will not be accepted. All firms or individuals responding must an active System for Award Management (SAM) registration to be considered for award. This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. North American Industrial Classification Standard (NAICS) 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and size standard 750 Employees apply to this procurement. Quotations submitted in response to this RFQ shall clearly describe the product that will meet or exceed the minimum requirements set forth in this RFQ along with the total firm fixed price. Quotations shall be submitted via email to angela.hitt@nist.gov and must include the following: Company name, address phone numbers, DUNS number, and itemized quote including all minimum specifications. Quotation Due Date: Quotations are due no later than 5:00pm Mountain time on August 14, 2015. Delivery Requirements and Shipping Instructions: The required delivery date shall be 90 days after receipt of award (ARO). The shipping terms shall be FOB Destination, delivery to NIST Boulder. The delivery location is: National Institute of Standards and Technology 325 Broadway Boulder, CO 80305-3328 Contract Line Item Numbers: CLIN 0001 - Quantity 1, LTE Evolved Node B (eNB) Band Class 3 CLIN 0002 (OPTIONAL LINE ITEM) - Quantity 1, LTE Evolved Node B (eNB) TDD mode in band 41 Contractors quote shall be a firm fixed price. Statement of Work/Requirements: 2- LTE eNodeB and any associated components, Start of installation and deployment of eNodeB, Conclusion of eNodeB installation, Installation material list and installation layout drawing(s), and Installation/deployment report and commissioning logs (if applicable) per Statement of Work. BACKGROUND INFORMATION: The Communications Technology Laboratory is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices and networks, and evaluating a device's ability to share spectrum. As one of the most prolific technologies currently in use today, Long Term Evolution (LTE) technology is a significant factor in almost all proposed spectrum sharing scenarios. To research the use of LTE systems in shared spectrum environments the procurement of a commercial Evolved NodeB (eNodeB or eNB) is an essential part of our portfolio. This eNB will leverage the evolved packet core (EPC) already owned by NIST and be installed inside a NIST laboratory. We envision using this eNB for both conducted and radiated research. Radiated testing will take place inside a shielded test chamber. As this is a research effort (and not a commercial deployment), having the ability to control the functions of the eNB is critical. The research use of this eNB also means that the typical "network-grade" reliability and redundancy is not necessary or required. SCOPE OF WORK: NIST is looking to procure a commercial, macro-cell eNB. The eNB will be installed inside a NIST laboratory and connected to a Cisco ASR 5000 series virtual EPC running release 16 of StarOS. This connection will be made via a gigabit Ethernet (GigE) running over a single-mode fiber optic line. The Contractor will be given access to the EPC for the purposes of installing and deploying the eNB. The required installation, deployment, and on-going services required are described in Section III. NIST will supply the antennas necessary to operate the eNB in a radiated manner. Given the nature of our research, we are interested in macro-cell eNBs (as opposed to micro-, pico-, or femto-cell designs). Because of the differences between frequency-division duplexing (FDD) and time-division duplexing (TDD), we may elect to procure both an FDD and TDD system at the same time. Thus, Section III describes a FDD eNB as our primary focus with the option to add a TDD eNB. TECHNICAL SPECIFICATIONS: The Contractor shall provide one (1) LTE Evolved Node B (eNB) that meets the following minimum technical requirements. The Contractor shall install and deploy the eNB as described below. 1. The eNB shall have the following technical characteristics: 1.1. Frequency of operation: Band Class 3 (defined as having an uplink frequency of 1710 MHz - 1785 MHz and a downlink frequency of 1805 MHz - 1880 MHz). Access to the full frequency band is required. 1.2. Mode of operation: frequency division duplex (FDD). 1.3. Number of sectors: two sectors shall be supported/enabled. 1.4. Channel width: up to 20 MHz. 1.5. Multiple-input multiple-output (MIMO): 2x2 shall be supported/enabled. 1.6. Output power: at least 10 W per output antenna port. 1.7. Number of active users: 200 active users 1.8. Software provided with the eNB shall be the most current stable release available from the eNB manufacturer. 1.9. The timing source for the eNB will be a GPS signal. NIST will provide this GPS signal from an antenna mounted outside with a clear view of the sky. 2. All hardware will be installed indoors. The hardware provided by the contractor need not be designed for outdoor installation/use. 3. The Contractor shall provide a suitable equipment rack for the eNB and associated hardware (e.g., power supply). 4. The eNB (and associated hardware) shall be capable of running on conventional AC power (120 V) and, as a whole, the eNB system shall not draw more than 20 amps. In the event the hardware is designed to operate from DC power, the Contractor is responsible for supplying a power supply capable of converting the AC power to DC power. The Contractor shall include a suitable power cord which can be used to connect the system to conventional AC 120V power. 5. In the event that the eNB system consists of more than one piece of hardware, the Contractor is responsible for providing any cables required to connect system components. 6. On-site installation, and deployment services shall be provided by the Contractor. 7. The Contractor shall configure the eNB to communicate with the Cisco virtual EPC described in Section II such that UEs may be connected to the network and send/receive data. 8. Software and hardware technical support shall be provided as part of the eNB system. This support shall be available during normal business hours. No after-hours support is required. 9. To the extent that software updates become available for the version deployed on the eNB, they shall be provided to NIST. 10. The Contractor shall use only new equipment. The use of refurbished or used equipment is not permissible. 11. The Contractor shall include the cost of shipping the hardware to the NIST site in Boulder, CO. The following item should be included as an option in the quote. 1. A second eNB (in addition to the first) that operates in a TDD mode in band 41 (defined as 2496 MHz to 2590 MHz) a. If selected, this TDD eNB would be installed at the same time and in the same location as the FDD eNB specified above. b. The TDD eNB shall have the following technical characteristics: i. Number of sectors: two sectors shall be supported/enabled. ii. Channel width: up to 20 MHz. iii. Multiple-input multiple-output (MIMO): 2x2 shall be supported/enabled, if available. iv. Output power: at least 10 W per output antenna port. v. Number of active users: 200 active users vi. Software provided with the eNB shall be the most current stable release available from the eNB manufacturer. vii. The timing source for the eNB will be a GPS signal. NIST will provide this GPS signal from an antenna mounted outside with a clear view of the sky. c. Clauses 2-11 as specified for the FDD eNB shall also apply to the optional TDD eNB described here. Note that from a space/logistics perspective, it is permissible to install both the FDD and TDD eNB in the same equipment rack provided by the vendor. Installation: The Contractor shall install, deploy, and configure the eNB inside a laboratory at the NIST facility in Boulder, CO. Installation shall include, at a minimum, uncrating/unpacking of all materials, installation and configuration of the eNB, demonstration of specifications, and removal of all trash. The eNB will operate to manufacturer's specifications upon installation. Installation will take place between 8:30 am and 5:00 pm mountain time, Monday through Friday (except Federal Holidays). Warranty: The Contractor shall provide, at a minimum, a one year warranty eNB hardware and associated components. The warranty shall cover all parts, labor and travel (if required). The warranty shall commence upon successful completion of delivery, installation, deployment and demonstration of all required specifications. I. PERIOD OF PERFORMANCE The period of performance shall be ninety (90) days from award of this requirement. II. PLACE OF PERFORMANCE The installation and deployment of the eNodeB shall be accomplished at NIST, Boulder, Colorado. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays. III. Basis for Award: The National Institute of Standards and Technology intends to award a firm fixed price purchase order to the responsible contractor submitting a quote that meets all of the requirements of this RFQ and who has the lowest price.
