- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a synopsis of a proposed action for information purposes issued by the Air Force Space and Missile Systems Center/ Advanced Systems & Development Directorate (SMC/AD) and Operationally Responsive Space Directorate (SMC/ORS) at Kirtland AFB, NM. The United States Air Force (USAF) intends to award a sole source contract to Booz Allen Hamilton (BAH) Inc.; Cage Code: 17038 located at 8283 Greensboro Dr., McLean, VA 22102 for Survivability/Vulnerability Information Analysis Center (SURVIAC) bridge support. The statutory authority for this action is contracting by Other Than Full and Open Competition, 10 USC 2304(c)(1), an implemented by FAR 6.302-1(a)(2)(iii)(A). This sole source contract will allow the incumbent, Booz Allen Hamilton, to provide continuing sustainment of the technical and engineering analyses provided under the previous DTIC SURVIAC TAT for Space & Missile Systems Center/Advanced Systems & Development Directorate (SMC/AD) and Space & Missile Systems Center/Operational Responsive Space Directorate (SMC/ORS) at Kirtland AFB, NM. The DTIC contract expires on 7 Jul 2015. There is a competition ongoing for this effort with an estimated award date of Dec 2015. Since the R&D services being provided are instrumental to enhancing the technical capabilities of the Requiring Activity, the path forward is to award a bridge contract from 8 Jul-31 Dec 2015 with three one-month options (through 31 Mar 2016). The incumbent currently in-place is familiar with the MMSOC service based architecture, understands how the software meets the requirements of the unique satellite missions flown and projected to fly out of both the RSC and SOC-11, and provides highly qualified and cleared personnel to support current and future RSC satellite operations. The tasks that need to be sustained relate to the technological advances and rapid transition of survivable DoD space systems and emerging technologies into usable Warfighter and homeland security capabilities. This effort shall provide space technical, engineering, and risk analyses. It is anticipated that this sole source action will be Cost Reimbursable with an estimated contract value of $649,000. The sole purpose of this contract is to ensure these critical mission requirements continue uninterrupted. This is not a small business set aside. The NAICS code and size standard are 541712 and 1,000 employees, respectively. Classification code R425 applies. Contractors interested in subcontracting opportunities are encouraged to contact BAH directly. This synopsis is for planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue a solicitation in the future. This synopsis does not restrict the Air Force with respect to the contemplated acquisition approach. All responses received within fifteen (15) days after the synopsis publication date will be considered by the Air Force. SMC/AD will not release to any firm, agency, or individual outside of Government, any information marked with a proprietary legend without obtaining written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any cost incurred in developing the information provided to SMC/AD.
