The technical document requirements MUST include an established and implemented QA plan, an established and implemented HAZMAT plan, and documentation indicating your organization has the ability to meet current Commercial and MIL STD packaging requirements for CONUS and OCONUS shipping. 4.Every part provided under this contract shall be produced to the drawing and supporting documentation requirements. Each prospective vendor must have access to the most current and up to date drawings and supporting technical documentation for each part they produce in support of this effort. The Government does not have the resources to provide the Technical Data Packages. 5.Each prospective vendor shall submit documentation reflecting their established policies & procedures, and their ability to meet the requirements of JESD625-A; quote mark Requirements for Handling Electrostatic-Discharge-Sensitive (ESDS) Devices quote mark 6.Each prospective vendor shall submit documentation indicating their ability to meet the soldering requirements of ANSl/J-STD-001; Class 3, or IPC-A61O; Class 3. 7.Each prospective vendor MUST have a facility with a clearance level of at least CONFIDENTIAL and a current inspection on file with DSS. Security procedures will entail mean each contractor must adhere to the HAWK Security Classification Guide, ITAR, HSPD-12, NISPOM and DOD 5220.22-M, with Change 1 (ISL-97- 1, Jul 97) and Change 2 (ISL 01L-1, Feb 01) and any other applicable changes or amendments 8.Each prospective vendor will have to show it has the financial capabilities to accept a Firm Fixed Price contract with no up-front funding provided. 9.Each prospective vendor must provide information on past experience on providing the same services to any other U.S. Government entities. Such information must include contract number(s), award date(s), and points of contact with phone numbers and email addresses. 10.General information on the prospective vendor's capabilities is welcome. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation; however, solicitation will not close prior to the closing date stated above. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or limited number of sources. RFP will be issued to: PROJECT XYZ INC. (Cage 4A3T5), LEWIS ENERGY SOLUTIONS (LES) (Cage 6RYM7), MADISON RESEARCH CORP/KRATOS(Cage 0A9A0), and RAYTHEON (Cage 49956). The Government does not have adequate data, lacks rights to data, or both needed to purchase this part from additional sources. The Government has been unable to economically buy the data or rights to the data, although the part has been undergoing full screening for 12 or more months. Breakout to competition has not been achieved, but current, continuing actions to obtain necessary rights to data or adequate, reprocurement technical data indicate breakout to competition is expected to be achieved. This part may be a candidate for reverse engineering or other techniques to obtain technical data. All offers must meet prequalification requirements in order to be eligible for award. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home and looking under Qualification procedures for Missile requirements (AMCOM pamphlet 702-1) and policy relating to Source Approval Request (SAR) for Missile requirements. All responsible sources may submit an offer, which shall be considered by the Agency. Drawings, specifications or other technical data are not available and will not be furnished. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. THIS ACQUISITION CONTAINS TECHNICAL DATA WHOSE EXPORTS IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, USC., SEC 2751 ET SEQ)OR THE EXPORT ADMINISTRATION ACT (TITLE 50, ISC.,APP 2401-2402) EXECUTIVE ORDER 121470. THIS INFORMATION CANNOT BE RELEASED OUTSIDE THE UNITED STATES WITHOUT PRIOR APPROVAL OF THE GOVERNMENT The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or limited responsible sources under the authority of FAR 6.302-1(a)(2). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
