THIS SOURCES SOUGHT SYNOPSIS IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SYNOPSIS, AND RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. RESPONSES TO THIS SYNOPSIS WILL NOT BE RETURNED Sources Sought Synopsis (SSS) AFLCMC - F-15 Mission Planning Environment (MPE) PURPOSE This Sources Sought Synopsis (SSS) is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ)) or a promise to issue a solicitation in the future. This document does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not, at this time, seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSS. All costs associated with responding to this SSS will be solely at the responding party's expense. The SSS is a Government effort in accordance with Federal Acquisition Regulation (FAR) Part 10, 5.205 and 15.201 to exchange information among all interested parties to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Government is issuing this SSS for planning purposes to obtain vendors' capabilities to conduct system engineering integration for successful software development under the direction of the Air Force Life Cycle Management Center/Airspace Mission Planning Division (AFLCMC/HBM). The government anticipates building an acquisition strategy for F-15 MPE as a continuation of the overall strategy for Mission Planning (MP) to deliver exceptional products to the Mission Planning Enterprise (MPE). The F-15 MPE contractor will be capable of the design, development, integration, test, sustainment, and documentation of the F-15 MPE software that satisfies the requirements of the Technical Requirements Document (TRD). The F-15 developer will be responsible for the management, configuration control, support, and documentation of the related tasks, in accordance with the F-15 engineering and technical tasks. The F-15 developer will also be responsible for providing the facility and personnel needed to satisfy the requirements for a special access program. REQUESTED INFORMATION Part I: General Information: Company Name, Address, Point of Contact, CAGE Code, Phone Number, E-mail Address, Web Page URL. Part II. Interest and Ability: •1. Please indicate interest in responding to a potential RFP for the next F-15 MPE delivery order. Negative replies are not required. •2. If interested, please provide the government a list of no more than 5 employees who will be responsible for developing a response to any RFP that may come from this solicitation. Information required on these 5 employees will be their full names, social security numbers, and a completed Special Access Program Nomination Process (SAPNP) questionnaire. All responses on the SAP questionnaire must be "no". Any "yes" answer to any of the questions will make that individual ineligible to be part of the proposal team. One security person, who will be responsible for the safeguarding and enforcement of SAP procedures, and one Information Assurance (IA) person, who will be responsible for preparing an IA system to be accredited to build the proposal, must be part of the proposal team but will not be counted against the 5 person limit. All systems involved in the building of the proposal will be standalone systems. The use of networking or LANS will not be approved. •3. What is the highest level of security your company currently supports? If you do not currently support special access programs, how do you plan to meet that requirement? The area where the proposal will be worked on must have the ability to be accredited to store, discuss, transmit and generate classified information up to and including the S//SAR (SECRET//SPECIAL ACESS REQUIRED) level. RESPONSES Responses must be submitted via e-mail in Microsoft Word or PDF format. The Government requests that the responses be no greater than 5MB and include one cover page, no more than 5 pages main text. The SSS response must be submitted 10 calendar days following publication in Federal Business Opportunities < FedBizOpps.Gov >. In your emailed SSS response, please use the subject line "F-15 SSS." If you have questions about the SSS, refer to the POCs below. Restrictions on disclosure and use of data : Respondents that include in their response data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes shall mark their response with a legend conforming to 48 C.F.R. § 52.215-1(e). It is preferable that all responses be unclassified. In the event a response is classified it must be coordinated with the point of contact (POC) listed below before proceeding with delivery. All correspondence and technical questions related to this matter should be e-mailed to the below named individual. Only unclassified product capability responses to this SSS are requested to be submitted by e-mail to the point of contact listed below. Be advised that all submissions become Government property and will not be returned. This SSS does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quote (RFQ), nor does this issuance restrict the Government's acquisition approach. Any information received is considered market research and may be utilized by the Air Force in developing its acquisition strategy. This market research will be used to assess the availability and adequacy of potential sources. The Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
