Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. The Request for Quote (RFQ) number is 0700-Q-0022485. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-83. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The FBI has a requirement for one (1) battery and AC powered, portable, continually controllable, variable-energy x-ray source, real-time imaging x-ray system including one (1) large format (41cm x 41cm or greater area), 200µm or better pixel size, imaging panels. The variable energy x-ray source must be capable of producing x-rays at energies from 50KV to 200kV. The FBI also requires one (1) higher definition imaging screen with an imaging area of at least 10cm x 5cm. A pixel size of 50 micrometers or smaller is required for this imaging panel. One (1) laptop computer workstation with compatible system software and all necessary power controllers, computer controls, and cabling are required for the operation and image manipulation on the required systems. The x-ray generator, x-ray imager, computer hardware and software, and all accessories must be compatible. The systems must be capable of both wired and wireless operation. To utilize the systems in the Laboratory building, the FBI requires one (1) compatible radiation shielding cabinet for the 200kV system, certified by the manufacturer to provide adequate shielding to protect the user at levels mandated by applicable Federal safety standards in force at the time of contract award. The cabinet shall have all necessary interlocks designed to operate with the x-ray generator and shall have all required radiation lights, buzzers and warning symbols. Systems shall have a minimum one (1) year warranty on components and one (1) year of remote technical support. This RFQ is for Brand Name or Equal in accordance with FAR Provision 52.211-6 (Aug 1999). Substitute brands may be provided if they perform the same function. If an equal item is proposed, specifications must be included with the quote to show that it is an equal item. Quotation shall provide a point-by-point comparison to each item listed in the technical requirements. A general overview, general comparison, or statement such as "able to provide the requirements" or "meets or exceeds minimum requirements" is unacceptable and will not be evaluated for potential acceptance. All Offerors that fail to comply with these instructions will be considered not responsive and not considered for award.
