- Draft PWS Solicitation: FA9300-15-R-0002 Agency/Office: Air Force Research Lab Location: AFTC - Air Force Test Center (Edwards AFB, CA) Title: Consolidated Hazardous & Energetic Material Management Services (CHEMMS) Description(s): SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION FOR CHEMMS THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. 1. Purpose. This is a sources sought synopsis for the CHEMMS contract. This effort will provide on-site support for Hazardous and Energetic Material management services at the Air Force Research Laboratory (AFRL) at Edwards AFB, California. The potential NAICS Codes for this acquisition is 561210. 2. Requirement. AFRL/RQ-West is conducting market research to provide flexible, high quality, on-site hazardous/energetic materials and hazardous waste management and vehicle program administration that: A. Provides comprehensive program and systems management responsible for all individual tasks required to satisfy assigned mission on time and at or under agreed budget. B. Provide appropriate specialized skills in material and inventory control, material handling/maintenance, storage and transportation related to hazardous materials/waste and vehicle program administration. C. Maintain required configuration management, safety, security, quality, code/regulation/logistics compliance and sustainability levels. 3. Information requested. The Government requests interested offerors that can fully support this requirement furnish the following information: A. Company name, address, points of contact, phone numbers and e-mail addresses. B. Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to research and engineering expertise to include: contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone number. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. C. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 561210, "Facilities Support Services". The Small Business Size Standard is $38.5 Million. D. Any other information deemed useful to the Air Force. Information packages should be limited to no more than 3 pages. 4. Inquiries. This acquisition shall provide all resources to perform the service described within the Draft Performance Work Statement (PWS). Any qualified and interested companies responding to this announcement must be able to support all areas. NO partial support responses from industry will be accepted. All interested offerors must have a Commercial and Government Entity (CAGE) code. As well as, be registered in SAM to be eligible for contract award or payment from any Department of Defense activity. Information on registration and annual confirmation requirements may be obtained at (https://sam.gov). All responses shall be forwarded to Katie Hudiburgh at katie.hudiburgh@us.af.mil. The due date and time for responses to this synopsis is 8:00am Pacific Standard Time on 31 August 2015.
