- SOURCES SOUGHT/REQUEST FOR INFORMATION Airport/Instrument Approach Procedure Design Requirement For Jordan FMS Case JO-D-GAO FA8730-15-R-0039 This is not a solicitation, but rather a Sources Sought/Request for Information to provide airport and instrument approach procedure surveys, evaluation, and design services for three (3) locations in Jordan. The United States Air Force Life Cycle Management Center, Aerospace Management Systems Division, Foreign Military Sales Branch (AFLCMC/HBAN) located at Hanscom AFB, MA is seeking responses from potential sources to provide these services for the Royal Jordanian Air Force. Interested companies shall submit information that identifies the services necessary to perform surveys and to provide evaluation and design services for development and final delivery of airport and instrument approach procedures for three (3) locations in Jordan: 1. Location 1 a) New VHF Omni Directional Range (VOR) / Instrument Landing System (ILS), Runway 29 b) New Tactical Air Navigation (TACAN) / ILS, Runway 29 c) Update Aerodrome Chart for Runway 29 2. Location 2 a) New VOR / ILS, Runway 31 b) New TACAN / ILS, Runway 31 c) Update Aerodrome Chart for Runway 31 3. Location 3 a) Update VOR / ILS, Runway 29 b) Update TACAN / ILS, Runway 29 c) Update Aerodrome Chart for Runway 29 A WSG 84 Site Survey shall be conducted at each of the three (3) locations to collect data for the development of the procedures to include the terrain and obstacles in and around the air bases, new and existing ground based navigation equipment, and any other data required to produce the requested approach procedures. All charts/approach plates must meet the Federal Aviation Administration (FAA) flight check approval requirements for commissioning and periodic flight inspection in accordance with US Standard Flight Inspection Manual, FAA Order 8200.1. The charts/approach plates shall be provided in hard and electronic format and include: 1. Sufficient detail to safely navigate and identify factor terrain, obstacles and obstructions 2. Controlling terrain/obstruction identification for each segment 3. Minimum (and maximum where applicable) altitudes determined to be usable for map study and data base information for each segment of the procedure 4. Plan and profile views for Standard Instrument Approach Procedures (SIAPs) 5. Data for each fix, intersection, waypoint, and holding pattern 6. Airport markings and any special local operational procedure (e.g. noise abatement, non-standard traffic patterns, lighting activation. If a firm believes that it is capable of meeting the Government's requirements to provide airport and instrument approach procedure survey, evaluation and design services as described above, it may identify interest, capability, and past experience to the Points of Contact (POCs) below within thirty (30) calendar days of this publication. Interested firms must indicate whether they are a large, small, small disadvantaged, 8a, or women-owned business. Foreign companies are not permitted to participate in this effort as a prime contractor. A determination by the Government not to compete this requirement based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
