- Description
- Purpose The Naval Sea System Command (NAVSEA PMS-405) is hereby issuing a Request for Information (RFI) from all potential sources on the fabrication of a prototype integrated mount for a naval railgun. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. Description The RFI focuses on identifying sources capable of fabricating a prototype railgun mount that will be installed on a Navy surface combatant for demonstration purposes in the 2020 time frame. The railgun is a revolutionary new technology that rapidly converts hundreds of mega-joules of stored electrical energy into kinetic energy for a projectile without the use of a chemical propellant (gun powder). The Navy is currently developing the mount design. The Navy plans to provide a design data package as part of any formal solicitation. Currently, a formal solicitation is not projected to occur until 2017. The Navy requests industry inputs related to the ability to fabricate and install an integrated Railgun mount. Inputs should relate to one or more of the following: Demonstrated ability to fabricate and integrate a large scale gun mount and associated subsystems with the following notional parameters •a. Overall Topside dimensions (m) : 6.2W x 18L X 4H •b. Overall Weight(MT): 130 (including barrel) •c. Barrel Weight(MT): 18 •d. Barrel Length(m): 10 •e. Train limits(deg): ±90 threshold, ±130 objective •f. Elevation Limits(deg): -7 to 75 •g. Slew rate (deg/sec): elevation: 15 train: 25 •2. Integrated ammunition handling with the following notional parameters •a. Integrated Launch package size: 6.63" x 4.25" x 36" Long •b. Integrated Launch package weight: 22kg •c. Firing rate: 10 rounds per minute •d. A minimum of 650 stored rounds •3. High current transfer to the barrel breech ( greater than several Million Amps) •4. Maritime environmental considerations and ship installation •a. operational environmental limitations: maximum 36C seawater or 40C coolant for heat exchange, maximum 50C ambient space temperature •b. Limited heat transfer to air •c. All materials and fluids must be shipboard compatible •5. Operation in a high electric and magnetic field environment •6. Responses do not need to include information about the electromagnetic launcher (barrel) or pulse forming system themselves, however knowledge of or experience in integrating these types of sub-systems may be provided. •7. Fabrication approaches or modularity concepts that would support the installation of the mount in a land-based configuration prior to shipboard installation. •8. Experience/expertise in the design and fabrication of key large-scale mount subcomponents (e.g. auto-loader, high-precision rammer, etc.). Responses Responses should be limited to 15 pages or less (not including any drawings or sketches) and must be unclassified. A detailed proposal is not requested. Responses should indicate enough detail for assessment of potential Navy interest. The following information is requested (please include if the information is an estimate or based on actual data). •1. A cover sheet (not included in the 15 page limit) with the following information: •a. RFI Title •b. Vendor Company Name •c. Address •d. Name of the company Point of Contact (POC) •e. Email Address •f. Phone number •g. Vendor DUNS Number •h. Business Size •i. A list of all NAICS codes as identified in the vendor's Online Representations and Certifications Application (ORCA) •2. A text description of the key attributes of the concept or approach being suggested. •3. A text description of the experience, capabilities, facilities, or teaming arrangements that would enable fabrication of the gun mount. •4. System considerations (where applicable) to include •a. A description of system dependencies, •b. Potential integration issues, and •c. System risk areas. •5. A rough order of magnitude (ROM) cost estimate for the fabrication, integration, delivery and installation of the gun mount •6. An estimated schedule and identification of schedule and cost impacts and risks for two scenarios: •a. The Navy provides a Critical design Review (CDR) technical data package with the release of an RFP •b. The Navy provides a Preliminary Design Review (PDR) technical data package with the release of an RFP Responses are requested by 4:00 PM (EST) on 18 September 2015. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NAVSEA's strategic planning. Acceptable formats include hard copies, Adobe PDF, Microsoft Word, and Microsoft PowerPoint. Digital submissions may be sent either by e-mail or submitted in a CD format. Questions concerning the RFI must be submitted via e-mail. The Government is not obligated to respond to questions, but will do so at its discretion. Information provided that is marked Proprietary shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. This is a sources sought notice only. This is not a request for proposals. There will not be a solicitation available at this time. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Feral Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. Industry Day The Navy anticipates hosting an UNCLASSIFIED industry day at the University of Mary Washington, Dahlgren Campus, Dahlgren Virginia in early Fiscal Year (FY)16.
