- Sole Source Justification Wage Determination 05-2547 FAR 52.222-41 Service Contract Labor Standards Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOTE BE AVAILABLE. The RFQ number is N62306-15-T-5S02. This solicitation documents and incorporates provisions and clauses in effect through FAC2005-82 and DFARS Change notice 20150626. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 541990 -All other Professional Scientific, and Technical Services The size standard is $15M. The Naval Oceanographic Office, Stennis Space Center, MS, intends to issue a sole source, fixed price purchase order to Virginia Polytechnic Institute and State University, 3000 Turner Street NW, Suite 4200 Blacksburg, VA 20461-0001. This requirement is to upgrade the Shepard Autonomous Underwater Vehicle navigation system for the Ocean Projects Department at Stennis Space Center, MS 39522-5001. The government reserves the right to make one, multiple or no award resulting from this solicitation. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and it ALT I, Offeror Representation and Certification-Commercial Items; FAR 52.214-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following DFAR provisions and clauses are applicable to this procurement: 252.204-7012, Safe Guard of Unclassified Controlled Technical Information; 252.211-7003, Item Identification and Valuation; 252.212-7000, Offeror Representation and Certifications-Commercial Items; 252.225-7001, Buy American Act Balance of Payment Programs; 252.225-7002, Qualifying Country Sources as Subcontractors; 252.225-7048, Export Control Items; 252.203-7998, Prohibition on Contracting with Entities that Require Certain Internal confidentiality Agreements-Representation (Deviation 2015-o0010 ); 252.203-7999, Prohibition on Contracting with Entities that Require Certain Internal Confidentially Agreements (Deviation 2015o0010). Contractor is reminded to include a complete copy of FAR 52.212-3 and it's ALT I with quotes. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). This procurement follows the regulations as listed in Wage Determination 05-2547 and FAR Clause 52.222-41 Service Contract Labor Standards. (please see attached documentation) This synopsis is published for informational purposes only and is not a request for competitive quotes. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer within five (5) calendar days after publication of this notice. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Contractor shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS Number) and Tax Identification Number.
