Description
Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, NB672020-15-02636, is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. This is unrestricted and all interested parties may submit a quotation; it is being issued using the simplified acquisition procedures under the authority of FAR 13.5 Certain Commercial Items. This combined synopsis/solicitation is for the following commercial item(s): CLIN 0001: Cellular Wireless Device Test System CLIN 0002: (OPTIONAL LINE ITEM): Channel Emulator Description of requirements for the items to be acquired: National Institute of Standard and Technology (NIST) is supporting the development of test methods, best practice guidelines, and uncertainties for the cellular wireless community. New over-the-air test methods for cellular wireless devices that utilize reverberation chambers are under development. NIST requires hardware that will allow development and verification of proposed methods. The objective is to procure instrumentation that will enable NIST to replicate proposed test methods and develop new or refined test methods for the cellular wireless industry. Both single-input, single-output (SISO) and 2 x 2 multiple-input, multiple-output (MIMO) devices shall be tested. Handheld devices shall be tested in the new chamber, while large-form-factor devices shall be tested in existing NIST chambers. Consequently, NIST requires four component items that comprise a cellular wireless device test system: (1) A reverberation chamber test chamber set-up for handheld devices; (2) channel emulator-an optional component; (3) a base-station emulator; and (4) a rotating turntable for testing large-form-factor devices. Items 1-3 must be capable of measuring both SISO and 2 x 2 MIMO test conditions. Five years of annual calibration of the base station emulator and channel emulator is required. A warranty period of a minimum of 3 years for these units is required. Basic Technical Support for 1 year after delivery and acceptance of the system is also required. The Contractor shall provide all components for the one (1) cellular wireless device test system that meets the following minimum technical requirements. The Contractor shall deliver the system and warranty, as described below. An extended warranty period for the channel emulator and base-station emulator is desired, but a minimum of 3 years is required. Basic Technical Support for 1 year after delivery and acceptance of the system The required delivery is 12 weeks After Receipt of Order (ARO). FOB Destination for delivery is NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award. Please note shipping information will be provided by NIST at time of Award. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall meet the technical specifications and deliverable schedule. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a firm fixed price contract based on the following factors: Technical capability, deliverable schedule, and price. Technical capability will be evaluated by how well the proposed product meets the Government's minimum requirements. Delivery schedule will be rated separately from the technical capability. Technical capability and delivery schedule are more important than price. The Government reserves the right to make an award to other than the lowest-priced offeror if that offeror is deemed technically unacceptable. OPIONAL LINE ITEM will be evaluated the same way. The packing list shall include the brief description of each item found in the schedule.
