- Amendment 0001 has been posted. This amendment reschedules the site visit for 31 July 2015 at 10 am EST at the Markland Locks and Dam Visitors Parking Lot. This is a Request for Proposal to furnish all supplies, tools, equipment, and labor necessary for the contractor to rehabilitate the Markland Locks and Dam Bridge. The Markland Locks and Dam Highway Bridge is a 28 span steel and concrete multi-beam bridge that bears on the Markland Dam piers and spans the Ohio River between Indian and Kentucky. NOTE: THIS RFP IS ADVERTISED ON AN UNRESTRICTED BASIS. The NAICS code for this procurement is 237310. The size standard is $36.5 Million. The solicitation will be available on the web only. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. Amendments will be available from the FBO website by download only. Downloads are available ONLY through the FBO website. Prior to submission of proposals all contractors must have an active registration in the System for Award Management (SAM) database. To register or update information go to http:www.SAM.gov. Questions will be addressed through ProjNet as detailed in the solicitation. SELECTION PROCESS: This is a single-phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. All evaluation factors, other than price, when combined, are considered equal to cost or price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1M - $5M IN ACCORDANCE WITH FAR 36.204/DFAR 236.204), in accordance with (FAR 36.204 OR DFARS 236.204). If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
