Description

Notice of Intent to Award Other Than Full and Open Competition/Sole Source Procurement Spartina eradicating. The U.S. Fish & Wildlife Service (USFWS) intends to award a sole source fixed-price purchase order to Redwood Community Action Agency (RCAA) DUNS #120803853 under authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b), Simplified Acquisition Procedures, for spartina eradication. RCAA is the only local entity with the equipment and training to successfully complete the spartina control. The mechanical treatment involving the use of bladed brush cutters that grind down into the shallow rhizome area of the plant, just below the soil surfaces to eradicate spartina. The Refuge has worked with this group on other spartina treatment projects and has seen first-hand the effectiveness. The North American Industry Classification System (NAICS) is 115310 with a size standard of $7.5 Million. This requirement is being awarded without full and open competition and no solicitation or Request for Quote (RFQ) is available. Nevertheless, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 08/10/2015, by 17:00 PM (PST) for consideration. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the USFWS.
