- Performance Work Statement THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is possible for the Government. Responses must provide clear and concise documentation indicating a vendor's capability to provide this equipment/service. All information submitted should fully support the vendor's capability to provide the equipment/service required, and shall be furnished at no cost or obligation to the Government. The NAICS code for this requirement is 541690 and the size standard is $15M. DESCRIPTION OF REQUIREMENT Under the Endangered Species Act Reclamation has a responsibility to maintain continuous stream flow in the lower sections of tributaries that flow across their reservoir lakebeds. The purpose is to provide successful upstream and downstream passage of adult bull trout spawners. Intermittent flow conditions typically occur in drought years (i.e. 2001, 2003 and 2005). It is expected that the contractor will, 1) monitor tributary flow conditions within the inundation zone for Keechelus, Kachess and Rimrock reservoirs; and, if necessary, as determined by the monitoring, 2) install and remove a temporary fish passage flume(s) that provides for continuous adult bull trout passage according to the design specifications provided for stated tributaries by Reclamation; or if it is determined by Reclamation that flow conditions are too severe, 3) construct an exclusion barrier to keep adult bull trout in the reservoir(s). The goal of this activity is to establish safe fish passage conditions for upstream and downstream moving adult bull trout in tributaries that flow into Reclamation reservoirs that become intermittent on the reservoir lakebed during their spawning migration period.
