- Description
- In accordance with 10 USC 2913(d), Naval Facilities Engineering Command Northwest intends to award, on a sole-source basis, a task order with Cascade Natural Gas (CNG) for an energy conservation project on their GSA Area Wide Contract (GS-00P-15-BSD-1139). The legislation cited above authorizes military departments to accept financing terms from their utility provider in order to implement energy conservation measures. This project will be financed in accordance with this legislation and no other type of entity is able to offer financing and the military is unable to accept financing from any other type of entity. A Justification and Authorization (J and A) will be published when the task order is awarded citing FAR 6.302-5 Authorized or Required by Statute as the justification for a sole source procurement. The project to be financed on this task order is: P869 Energy Efficiency Measures-NBK Bremerton NW Steam Loop Conversion. The total amount to be financed for this project is anticipated to be between $1,000,000 and $5,000,000. It is anticipated that this project will be awarded not later than 30 September 2015.
