- Attachment I - Performance Work Statement (Rev. 1.0) Amendment 0003 to H92240-15-T-0093 The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract to a Tactical Ground Mobility Driving Course of Instruction to ensure that NSW TRADET instructors have the knowledge and experience required to be Subject Matter Experts (SME) in their field. Contractor shall also provide the following: • Training exercises in support of NSW, TRADET for 10 personnel on the NSW MRZR platform for 3 days with 8-10 hours of training per day. • The contractor shall provide training on a Non Standard Vehicle (NSV) for a minimum of 4 days with 8-10 hours of training per day. • The contractor shall provide a minimum of 4 hours of instruction on vehicle recovery, for each platform, resulting in at least 8 hours of total vehicle recovery instruction. • The following training dates:  17 - 25 August 2015 (Mon. - Tues.) The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The training for the Polaris MRZR portion of this course shall be located within 500 miles radius of San Diego, CA. The training for the NSV will begin where the MRZR training ends and may extend to Las Vegas, NV. GFP/GFE/GFI: The government will provide the contractor with 6 NSW MRZR's, and will provide their transportation to the training area from the nearest vehicle staging location. The North American Industry Classification System (NAICS) code for this acquisition is 611692. The size standard is $7.5 Million Dollars. A complete Request for Proposal package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 07 July 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
