- THIS IS A COMBINED SYNOPSIS NOTICE VA258-15-R-0312. CONSTRUCTION PROJECT -This is a combined synopsis / solicitation for commercial items in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested under this solicitation number. The Department of Veterans Affairs, Phoenix Network Contracting Office (NCO) is releasing Solicitation VA258-15-R-0312 for the installation of new electrical site feeder lines and transformers at Carl T. Haydon VA Medical Center located at 650 East Indian School Road Phoenix, AZ 85012. The scope of the project is to completely prepare site and underground trenching where required, including demolition and removal of existing infrastructure, and furnish labor and materials to perform complete work scope for the electrical site distribution system upgrades and electrical transformer work required under this solicitation. This will be a multi-phased project in an area of the facility that will need to remain operational throughout the duration of construction. Night-weekend-coordinated electrical shutdown time at the main hospital, and coordination review time with Phoenix Engineering and Phoenix Electrical shops should be factored into your work scope and costs. Performance Period is 420 calendar days after receiving field start "Notice to Proceed". The contractor shall provide all personnel, services, vehicles, transportation, tools, equipment, materials, supplies, facility supervision, supervision, administration and any other item(s) necessary to perform and accomplish the scope of work requirements. The contractor shall be familiar with all of the terms, conditions, and requirements contained within the Scope of Work, Specifications, Construction Drawings, and related solicitation attachments for this project. All work must comply with federal, state and local regulations. A full scope of work, specifications and construction drawings will be included in the solicitation documents which will be available on Federal Business Opportunities web page on or about 30 July 2015 and will remain open for approximately 30 calendar days. Information regarding a formal pre-proposal site visit (including time, date, and meeting location) will be provided in the solicitation. Proposal submissions shall be electronic copies submitted to the Department of Veterans Affairs, Phoenix Network Contracting Office (NCO) ONLY through the VA Vendor Portal electronic system that can be reached at https://www.vendorportal.ecms.va.gov. Information and instruction for proposal submission will be included with the solicitation. Telegraphic, email, and facsimile proposals ARE PROHIBITED for this solicitation. This project requires the proposers/contractors to secure bonding. NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. This procurement is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms who are capable of performing the requirements under the categories described in the solicitation when posted. All offerors must be registered in System for Award Management (SAM) data base and complete online Reps and Certs at https://www.sam.gov/. All SDVOSB offerors must be verified by the Center for Veterans Enterprise (CVE) in VetBiz at http://www.vip.vetbiz.gov to be eligible for award. The NAICS Code is 236210 (Industrial Specialty Construction). The associated size standard for this procurement is $36.5 million dollars average gross annual receipts for the preceding three years. In accordance with Veterans Affairs (VA) Acquisition Regulation (VAAR) 836.204(g), the construction magnitude is between $2,000,000 and $5,000,000.
