- UPDATE THE ORGINAL ADVANCED PROJECT DOCUMENT BROCHURE FOR A TYPE III HYDRANT FUEL SYSTEM LOCATED AT SOUDA BAY, GREECE. NAVFAC Atlantic intends to award a sole source contract to Austin Brockenbrough and Associates, LLP, conducted a facility study, site characterization survey, evaluate, and develop alternatives with associated cost estimates to build a Type III Aviation hydrant fuel system for 15 hydrants at Souda Bay, Greece under separate contract. The final document was an Advanced Project Document Brochure. The scope has reduced to 10 hydrants and the original brochure needs to be revised. Austin Brockenbrough is uniquely qualified to perform these services based on their familiarity with the current design intricacies, expectations of the approving agencies specific to this site and location and the history of the project. Award to another source is not feasible and would result in substantial duplication of cost and effort. Given that Austin Brockenbrough and Associates, LLP developed the original Advanced Project Document Brochure and retains necessary topographic details and design files necessary to accomplish this work, they will be able to perform the work in a more timely and cost efficient manner than any other contractor. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested firms may identify and transmit their interest and capability to respond to the requirement to sharan.lind@navy.mil no later than 3:00 p.m. EDT on 13 August 2015. A determination by the Government not to compete this proposed effort on a full and open competitive basis based upon responses to this notice is solely within the discretion of the Government.
