- NOTICE OF INTENT TO SOLE SOURCE Synopsis: THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Centers for Medicare & Medicaid Services (CMS) intends to award a sole source contract to Ward Logic LLC. The statutory authority permitting this acquisition of this requirement by other than full and open competition is 41 U.S.C. 253 (c)(5), as implemented by FAR 6.302-5, Authorized or required by statute, specifically, subsection (b)(5), Sole source awards under the HUBZone Act of 1997. CMS is responsible for managing and administering the Medicare and Medicaid programs and contracts under the procedures and policies set forth by the Federal Acquisition Regulation (FAR). CMS awards many of its contracts through cost-reimbursement pricing arrangements. Contractors are required to submit a certified incurred cost proposal (ICP) within the six (6) month period following the end of their fiscal year. The contractor will provide support services to aid CMS, Office of Acquisition and Grants Management (OAGM), Division of Financial Services (DFS) in one of its key mission goals to establish final indirect cost rates for contractor fiscal years as outlined in subpart 42.7 of the Federal Acquisition Regulation (FAR). This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. The determination not to compete the contract is solely within the discretion of the Government. Period of performance for this action is one year from date of award, with four option periods.
