Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. a.The contractor shall leave the existing 4 wall mounted cooling units in place and install 4 new cooling units that will meet the humidity and temperature requirements of the Library. Temperature requirements range from 55 to 57 degrees Fahrenheit. b.Contractor shall install a de-humidification system to maintain a humidity level of not greater than 30%. c.Contractor shall leave the existing condensers located outside of the facility in place and shall install new condensers to serve the 4 new cooling units. d.New Cooling units need to be tied into the existing Honeywell DDC controls. e.Contractor shall install new copper piping running from the new cooling units to the new condensers. f.Insulation shall be installed on all ductwork and piping where it is found to be damaged or lacking. g.Contractor shall install ducting where it is required to provide cooling/heating to the office areas. h.Contractor shall verify adequate power is available for the installation of the upgraded Cooling units. i.Contractor shall re-label the electrical panel to accurately identify the new cooling units. j.All disconnect switches shall be labeled to match the correct electrical panel. k.Contractor shall rebalance the system and provide the reports to USACE and DTRA. l.Operation and Maintenance manuals shall be submitted to USACE and DTRA and training completed before the project is closed out.
