Description
PROJECT TITLE: Repair of Failed Wall - McDowell Road Fort Mason, Solicitation P15PS01955 PROJECT SCOPE: McDowell Road is a major pedestrian road and walkway between the Golden Gate National Recreation Area and the San Francisco Maritime Historical Park located on the north side of Fort Mason adjacent the San Francisco Bay. The road is a pedestrian and bicycle high-traffic, heavy utilized area both on a daily basis and particularly during special events such as Fleet Week and Independence Day. The retaining wall and roadway were constructed on a steep section of cliff above the San Francisco Bay. The road and retaining wall are located just beneath Black Point Fortifications. The roadway is in poor condition and presents hazards and requires regular repairs and a portion of the road and barrier wall failed in 2011. This project requires the replacement of a portion of the road and barrier wall and structural stabilization of the road and barrier wall to prevent further loss of the roadway section with minimum intrusion into the adjacent remaining features. The work of this contract consists of the repair of the failed road and wall of McDowell Road in Ft. Mason, including: the demolition of portions of the damaged asphalt roadway pavement and subgrade; demolition of portions of the damaged barrier wall; demolition of the existing electrical and lighting manhole and duct bank; demolition and replacement of the existing United States Army Corps of Engineers Survey Monument; layout and drilling of the cast-in-place concrete piers; layout and construction of the reinforced concrete pile caps, grade beams, and structural suspended slab between grade beams; layout and construction of the reinforced concrete barrier wall; subgrade preparation and reconstruction of the asphalt roadway and placement of asphalt pavement over the structural concrete slab. Project earthwork is unbalanced and requires disposal of unsuitable materials and importation of suitable material for fill. The offeror selected shall furnish all labor, materials, tools, equipment, management, and expertise necessary to perform all operations required for the successful completion of this project. PLACE OF PERFORMANCE: Golden Gate National Recreation Area, Fort Mason, San Francisco County, California, United States. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with FAR 36.204, the project magnitude is estimated to be between $500,000 and $1,000,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. The Government will consider an offeror's technical capability, past performance, and price to determine the best value (lowest price technically acceptable process) to the Government in accordance with the procedures outlined in Federal Acquisition Regulations (FAR) Part 15. SET-ASIDE: This acquisition has been set-aside for service-disabled veteran-owned small business concerns. Offers will be solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall be considered nonresponsive and will be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238910 and the small business size standard is $15,000,000. BONDS: All offerors are required to submit a bid bond for 20% of their total proposed price. The successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price. PERIOD OF PERFORMANCE: The contract performance period is 183 calendar days following notice-to-proceed. PRE-PROPOSAL CONFERENCE / SITE VISIT: A Pre-Proposal Conference / Site Visit is scheduled for August 11, 2015. Specific details regarding the site visit are in Section L of the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors are required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government.
