- Statement of Work Acquisition of 2013 County-Level Social Accounting Matrix Data July 2015 Background ERS conducts research on human subjects, including the generation of primary data. All government human subjects' research is covered by the Common Rule (CR). A component of the CR requires Institutional Review Board (IRB) review for non-exempt research. Additionally, the academic profession requires IRB review for most experimental research (AER, for instance, requires with every journal submission an IRB review or a signed statement explaining why IRB clearance was not obtained). In the United States, IRBs are governed by Title 45 Code of Federal Regulations Part 46. These regulations define the rules and responsibilities for institutional review, which is required for all research that receives support, directly or indirectly, from the United States federal government. Requirement ERS seeks an AAHRPP accredited IRB to provide review of ERS studies on an as-needed basis. ERS requests proposals for IRB services from public and private IRB providers. The contractor shall have an IRB committee that performs ethical review of proposed research to help assure the protection of the rights and welfare of human participants; be able to assess whether the project is exempt and requires a less rigorous review process; whether an expedited review is possible and complete such a review; or conduct the more extensive full board review if needed. The contractor shall make available review forms, investigator training as needed for the research team, and assistance to ERS in developing the appropriate package for evaluation. They will determine if research projects follow the needed steps when working with human subjects such as informed consent and advice on needed modifications to the research proposals. Depending on the category of review, reviews may be conducted by IRB analyst and IRB manager (Exempt); IRB analyst and IRB Chair (Expedited); or the Full Board. Deliverable Following the reviews, a letter will be published and provided to ERS stating the determination and approval with any conditions attached. Payment ERS will provide funds to cover review of several research studies. The funds will be transferred as a one-time payment to pre-pay for review services, and each study review will be debited against this payment.
