- Following the conducting of market research, it has been determined that this requirement will be set-aside for Small Business. The Small Business size standard for this NAICS code (336611) is 1000 employees or less. The following summarizes vendors submitted questions and Government answers: 1) Question: Under delivery it states delivered to contractors POP, will the government be picking up the finished product as well? Answer: No. The contractor is responsible for picking up the disassembled parts at the Naval Submarine Base in Groton, CT and delivering the finished product back to the Naval Submarine Base by 9/7/15. 2) Question: As for the QTY are we only looking at one for now? Is there a possibility for more in the future? Answer: This is the only requirement at the current time; however, there may or may not be future similar requirements in the future, depending on several factors. 3) Question: For preservation is there a certain coating system that needs to be followed besides the 009-32? How many separate components will there be? Answer: The coating system requirements are listed on Page 1 of Oceaneering drawing (#5). 4) Question: Will there be an opportunity to visually inspect the Sub Race Track parts as dismantled by NAVSEA for blasting and painting tasks identified in the solicitation? Answer: Yes, contractors may visually inspect the parts prior to bidding; base access must be coordinated with Cassandra Jarrett (Cassandra.Jarrett@supshipgr.navy.mil or 860-694-2452) and Steven Bastien (Steven.Bastien@supshipgr.navy.mil or 860-694-2424). 4) Question: How shall bids be submitted? Answer: Bids shall be submitted via e-mail to the Contract Specialist at gary.braunstein@supshipgr.navy.mil and/or to the Contracting Officer at laura.chapman@supshipgr.navy.mil. 5) Question: Do provisions need to be made for the Government to inspect work and sign off on QC hold points for the painting? Answer: No, any inspection by the Government will be done at time of receipt. 6) Question: If provisions are required for the Government to inspect and sign off on QC hold points during the painting, is it possible to make arrangements to have this done by a representative of Sup Ship Newport News at our company's facilities in Norfolk? Answer: N/A, there will be no inspections done during the painting. 7) Question: May the winning bidder perform the blasting and painting on base, which would save delivery costs as opposed to picking up the parts and bringing them back? Answer: No, this work must be done off-base, the winning bidder is responsible for picking up the parts and delivering the finished product to the base.
