Description
Following the conducting of market research, it has been determined that this requirement will be set-aside for Small Business. The Small Business size standard for this NAICS code (336611) is 1000 employees or less. The following summarizes vendors submitted questions and Government answers: 1) Question: Under delivery it states delivered to contractors POP, will the government be picking up the finished product as well? Answer: No. The contractor is responsible for picking up the disassembled parts at the Naval Submarine Base in Groton, CT and delivering the finished product back to the Naval Submarine Base by 9/7/15. 2) Question: As for the QTY are we only looking at one for now? Is there a possibility for more in the future? Answer: This is the only requirement at the current time; however, there may or may not be future similar requirements in the future, depending on several factors. 3) Question: For preservation is there a certain coating system that needs to be followed besides the 009-32? How many separate components will there be? Answer: The coating system requirements are listed on Page 1 of Oceaneering drawing (#5). 4) Question: Will there be an opportunity to visually inspect the Sub Race Track parts as dismantled by NAVSEA for blasting and painting tasks identified in the solicitation? Answer: Yes, contractors may visually inspect the parts prior to bidding; base access must be coordinated with Cassandra Jarrett (Cassandra.Jarrett@supshipgr.navy.mil or 860-694-2452) and Steven Bastien (Steven.Bastien@supshipgr.navy.mil or 860-694-2424). 5) Question: How shall bids be submitted? Answer: Bids shall be submitted via e-mail to the Contract Specialist at gary.braunstein@supshipgr.navy.mil and/or to the Contracting Officer at laura.chapman@supshipgr.navy.mil. 6) Question: Do provisions need to be made for the Government to inspect work and sign off on QC hold points for the painting? Answer: No, any inspection by the Government will be done at time of receipt. 7) Question: If provisions are required for the Government to inspect and sign off on QC hold points during the painting, is it possible to make arrangements to have this done by a representative of Sup Ship Newport News at our company's facilities in Norfolk? Answer: N/A, there will be no inspections done during the painting. 8) Question: May the winning bidder perform the blasting and painting on base, which would save delivery costs as opposed to picking up the parts and bringing them back? Answer: No, this work must be done off-base, the winning bidder is responsible for picking up the parts and delivering the finished product to the base. 9) Question: (2) sets of drawings were provided for Portable Sail Staging (NAVSEA & OCEANEERING), to calculate total sq. footage of blasting/coating which drawing material list should we use? Oceaneering drawing has additional steel items 101, 102, 104, 105, 107, 109, 110, 112, 118, 119, 123, 124, 127, 129, 132, 133, 134, 135. Answer: The Oceaneering material list is all inclusive. If you compare the two drawings the top section of the Oceaneering drawing material list is a mirror image of the original racetrack drawing material list. The -100 material found on the Oceaneering drawing material list is the modification that my people are executing. Of the -100 items listed above the following piece marks are NOT to be considered in the estimate. 101,102,112,119 and 133. All others listed in the question ARE part of the structure to be quoted. 10) Question: For the Oceaneering drawing what is the size of material list no. 112, 123, 124, and 127? Answer: 112 is not to be considered in the quote. See answer #9 above. 123 (4of) are approx. 7"x7" 124 (4of) are approx. 3"x6" 127 (40f) are approx. 4'x4' 11) Question: Is all grating to be blasted and coated ( upper, lower upper and lower)? Answer: 101 and 102 grating are not to be considered in the quote. See answer #9 above. 12) Question: Both sets of drawings have material lists that list quantity in the header followed by the following no. -1, -22, -23, -25, -31, -33, -100. What do these numbers represent? Answer: The -1 etc. are the changes to the assemblies over time.
