- ** This notice is an Amendment to the below prior issued Fed Biz Ops notice. The estimated release date of the RFP is extended from July 28, 2015, to on or about August 5, 2015. ** In accordance with the public notification requirements of FAR Part 5 the Department of Energy Idaho Operations Office (DOE-ID) intends to issue a small business set-aside Request for Proposals (RFP) to compete the work for a new contract for the Environmental Surveillance, Education, and Research Program (ESER). The NAICS code is 541712 titled ?Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)?. The small business size standard for 541712 is no more than 500 employees. The ESER provides services to DOE-ID including environmental surveillance, natural resources management advice and support, environmental education, and ecological/radioecological management and research at the Idaho National Laboratory (INL) Site https://www.inl.gov/. The purpose of the Program is to collect environmental and ecological data, interpret those data, and provide information to DOE-ID, stakeholders, and the public on potential environmental impacts from I NL operations and the general state of INL Site?s natural environment. Environmental surveillance services involve collection of samples of various media on, near the boundary of, and distant to the INL Site for analysis of radionuclide content. Wildlife, habitat, vegetation, and other environmental survey services as well as discrete research projects in these areas are included in the scope, including INL-resident species that may become listed under the Endangered Species Act. Involvement of and outreach to all levels of regional and state-wide educational institutions is emphasized, as is cooperation with external stakeholder groups. The INL Site is an 890 square-mile site located in southeastern Idaho and encompasses one of the last remaining relatively undisturbed tracts of sagebrush steppe habitat. The INL Site is a science-based, multi-program national laboratory dedicated to advancing the U.S. Department of Energy's strategic goals in the areas of energy, national sec urity, science and the environment. The INL Site is currently operated for the DOE by Battelle Energy Alliance. This RFP is for a follow-on contract effort; the current ESER contract is being performed by Gonzales-Stoller Surveillance, LLC of Idaho Falls, Idaho. The RFP is anticipated to be released on FedConnect https://www.fedconnect.net/ on or about July 28, 2015. Additional technical reference library information and weblinks will be posted to an ESER web page (currently inactive) at http://www.id.energy.gov/eser/index.html on or prior to the RFP release date. Proposals will be due no later than September 21, 2015, with a contract start date of January 1, 2016. A combined contract type of both cost-plus-fixed-fee and firm-fixed-price is anticipated. The contract will be one base year with four one-year options at an estimated cost of 11 to 13 million dollars for all five possible contract years.
