- Attachment C - QASP Template Attachment B - Office Locations Attachment A - Pricing Matrix Solicitation BPA Call Order #1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Health and Human Services (HHS), Office of Inspector General (OIG), Office of Investigations (OI), National Training and Emergency Operations Branch (NTEOB) is looking to acquire services to install and/or remove the emergency and communications equipment from approximately one third of the Agency's vehicles. HHS OIG is continually striving to enhance and maintain a complex, vehicle emergency equipment and communications program. The program is critical to ensure that OIG's law enforcement operations continue to function safely and efficiently. THIS IS A NOTICE THAT THIS BLANKET PURCHASE AGREEMENT IS A TOTAL SMALL BUSINESS SET ASIDE. ONLY QUOTES SUBMITTED BY SMALL BUSINESS FIRMS WILL BE ACCEPTED BY THE GOVERNMENT. ANY QUOTE THAT IS SUBMITTED BY A CONTRACTOR THAT IS NOT A SMALL BUSINESS WILL NOT BE CONSIDERED FOR AWARD.
