Description
NASA/ARC has a requirement to provide a rover system consisting of (1) a Global Positioning System (GPS) base station, (2) a radio modem, (3) rovers (2 Each). The base station must generate a Differential GPS (DGPS) Real Time Kinematic (RTK) solution, which is broadcasted to the rovers by the radio modem connected to the base station. Most components are or equal to be delivered to NASA Ames Research Center, Moffett Field, CA. Offerors must comply with the procedures at FAR 52.211-6, Brand Name or Equal in response to this solicitation. The detailed specifications of this unit and further information is provided in the attached Rover System Specifications document. This notice is a combined synopsis/solicitation #NNA15553357Q for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. This RFQ is for Full and Open Competition, Brand Name or Equal. The North American Industry Classification System (NAICS) code is 334511. Offerors must have this NAICS code (334511) in their company's SAM registration to be considered for award. All responsible sources may submit an offer. Questions regarding this acquisition must be submitted in writing (by e-mail only) no later than August 5, 2015. It is the offeror's responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Proposals are due no later than 2:00pm (PST) on 07 August 2015, to Contract Specialist, Gary Shelley at gary.a.shelley@nasa.gov, and shall include a firm fixed price for each of the items, a proposed delivery date, warranty duration (if applicable), a taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors must include completed copies of the provision at 52.212-3 Offeror Representations and Certification-Commercial Items with their offer. The provision may be obtained via the Internet at URL: http:/ farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm. These representations and certifications will be incorporated by reference in any resultant contract. The Government intends to acquire a commercial items using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Federal Acquisition Regulation (FAR) may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.htm The NASA FAR Supplement may be obtained via the Internet at URL: http://www.hq.nasa.gov/o ffice/procurement/regs/nfstoc.htm Offerors shall provide the information required by FAR 52.212-1, Instruction to Offerors-Commercial Items, which is incorporated by reference. Please note paragraphs (j) and (k) that require all offerors to have a DUNS number and current SAM registration. FAR 52.212-2, Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting technical acceptability factors listed: (1) All requested items must be provided; and (2) All items shall meet or exceed the specification criteria set forth in the attached Rover System Specifications; and (3) Vendor must provide must state their capability to deliver the items within 30 days ARO. The Government is not responsible for locating or securing any information which is not provided in the proposal. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. Offerors shall provide the information required by FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. If the offeror has already entered their representations and certifications at the Online Representations and Certifications Application (ORCA) at https://orce.bpn.gov/, offerors are only required to complete paragraph (b) of the provision. Offerors shall provide the information required by FAR 52.211-6, Brand Name or Equal below. FAR 52.212-4, Contract Terms and Conditions-Commercial Items is applicable. FAR 52.211-6, Brand Name or Equal (AUG 1990) (a) If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Governments needs. The salient physical, functional, or performance characteristics that equal products must meet are specified in the solicitation. (b) To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation.
