The Following Provisions Are Incorporated By Full Text: FAR 52.212-2 ż Evaluation ż Commercial Items (a) The Government intends to award a Purchase Order to the responsible offeror whose quote is the Lowest Price Technically Acceptable quote/offeror after an evaluation is conducted in accordance with the technical factors in this solicitation. The technical evaluation criteria set forth below have been developed by the program office and have been tailored to their requirements in this particular solicitation. The quoter is informed that these criteria, (1) serve as the standard against which all quotes will be evaluated and (2) serve to identify the significant matters which the Offeror should specifically address in complying with the requirements of this solicitation. In order to be considered for award, the quote must be determined to be technically acceptable. The technical evaluation factors for this procurement are Lowest Price Technically Acceptable (LPTA). Criteria under the LPTA process are judged on a pass-fail basis only. No other rating or qualitative value will be assigned. To be determined technically acceptable, all factors must be acceptable to obtain a pass rating for the technical quote. Any technical quote that does not receive acceptable assessment for all factors will receive a fail rating for the technical quote. Award will be made to the lowest-priced, technically acceptable, responsible offeror, with satisfactory past performance. The contractor will provide a technical overview of their abilities to perform the services herein. The technical proposal must address the technical factors described herein. The vendors must submit a technical quote that demonstrates technical capability and is descriptive enough to validate current technical qualifications and certifications for the following Technical Factors: The following factors shall be used to evaluate offers: A.Non-Price Factor 1: Past Performance. Provide Past Performance information, to include three (3) recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact, with telephone numbers, and other relevant information. B.Non-Price Factor 2: Prior Experience, Expertise And Qualifications 1.Sub-Factor 1 ż Prior Experience of the Company Submitting The Proposal. Demonstrate experience in conserving historic paintings. 2.Sub-Factor 2 ż Qualification Of The Conservator. Provide resume of Conservator expressing a minimum of 5 years of experience in the conservation of paintings of similar age, material, and condition to the work offered. A graduate degree in painting conservation from an accredited academic program. Award will be made in accordance with FAR 13.106-2. (c) Quotations. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Liability Insurance żDepartment of the Interior (JUL 1996) (a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows: $500,000 each person* $1,000,000 each occurrence* $500,000 property damage* (b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work. *These amounts to be set by the Contracting Officer.
