- Redacted Sole Source Letter Statement of Work 40 Ton Hoist Upgrade NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH Heco Pacific Manufacturing, Inc. The Air Force Test Center (AFTC), Directorate of Contracting, Edwards Air Force Base, California, intends to award a sole source, firm-fixed price purchase order, in accordance with Federal Acquisition Regulation FAR 12-Acquisition of Commercial Items. The North American Industry Classification System Code (NAICS) is 333923. The following will be procured as follows: 40 Ton Hoist Upgrade to the existing hoist currently in use in the Benefield Anechoic Facility. The upgrade will include a new hoist drive, drawings/electrical schematics, field test procedures and two sets of all documentation developed under the project per the attached Statement of Work. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). This notice is not a request for competitive proposals. Interested parties may submit their interest and capability to the contract specialist below not later than, 14 Aug 2015, 4:00 p.m., Pacific Standard Time. Based upon the responses to this notice, the Government will determine if this proposed acquisition should be opened to competition. Oral communications are not acceptable in response to this notice. Provision 52.232-14 - Notice of Availability of Progress Payments Exclusively for Small Business Concerns (Apr 1984) applies to this acquisition.
