- Description
- The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) has a requirement to purchase a replacement X-ray tube (SST-MAX SUPER SHARP) for its existing Panalytical Axios Cement X-Ray fluorescence spectrometer system. The ERDC intends to issue an award to Panalytical Inc., 117 Flanders Road, Westborough, MA, 01581-1042 (Cage Code: 1DDZ5) on a sole source basis. The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB) requires a replacement X-Ray tube (part #9430 027 92351 SST-MAX SUPER SHARP X-RAY TUBE RH) for its existing Panalytical Axios Cement X-Ray Fluorescence Spectrometer system. The existing XRF instrument uses an X-Ray tube to measure the bulk chemical analysis of a variety of materials including cements, supplementary cementitious materials, and soils. Continuous operation of this equipment is essential to support direct and reimbursable research and development projects as well as Corps of Engineers construction projects. This X-Ray tube must be purchased from Panalytical Inc., to ensure it is compatible with the existing XRF instrument, can communicate with proprietary software from Panalytical that is needed to control and monitor the X-Ray tube, and to interface with existing power supplies and cooling systems. Panalytical has no authorized distributors or resellers capable of providing the required X-ray tube. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to Olivia.White@usace.army.mil. The solicitation number shall be included in the subject line of email submissions. Responses must be received no later than 12:00PM CST on 3 August 2015.
