Description
Integrated Library Management System This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RRP) # NLR63310015Q0136. This RFP will result in the award of a Firm Fixed Price Purchase Order for a web-based integrated library management system for the National Labor Relations Board (NLRB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, effective 7/2/2015. BACKGROUND INFORMATION The NLRB is an independent Federal agency created by Congress in 1935 to administer the National Labor Relations Act, the primary law governing relations between unions and employers in the private sector. The statute guarantees the right of employees to organize and to bargain collectively with their employers or to refrain from all such activity. NLRB Library maintains a collection of over 25,000 volumes of legal and non-legal literature. Core to its collection are publications in labor relations law, labor history, economics and political science. The Library also maintains a collection of legislative histories of laws that are of interest to the agency. SCOPE OF WORK The scope of work for this Purchase Order is to maintain the Library's web-based integrated library management system. Software and services provided under this Purchase Order will constitute services in support of NLRB Library functions; i.e., cataloging, circulation, and OPAC. OBJECTIVES The Library is committed to providing exceptional information services to NLRB patrons by implementing an integrated library management system, web-based, of superior functionality and cost efficiency. Software Modules Required The Vendor will provide a fully Web-based system, built on Microsoft.NET technology and the SQL Server relational database. The Web design should enable users to quickly move from one module to another, reducing the number of steps you have to make to get the job done. • OPAC Discovery Web OPAC will allow patrons and staff to place holds, search and explore library collections from remote locations via the internet. • Cataloging Allows staff to catalog from any location via your browser, complete with the functionality needed to add, view, delete or edit a record. Plus have the capability to view records and conduct cross library searches similar to the public. MARC editing functions should be included in the cataloging module. Provide MARC-labeled editing screens for importing, exporting, adding and maintaining bibliographic records, complete with the display of valid MARC codes. • Circulation Circulation features should provide intuitive circulation desk functions designed to facilitate the viewing and editing of both patron and item information in a logical fashion, improving service to patrons. REQUIREMENTS • Vendor will provide hosting services for the ILS solution. Data hosting center will be fully owned and operated by the vendor, and not contracted out to a third party. Global Data Centers offer a better way to manage IT costs and eliminate work by relieving you of the need to configure, maintain, and support a hardware, network and software environment. • Vendor will provide comprehensive training via remote Internet connection. • Vendor will provide data conversion services, making current data compatible with the future system. Vendor will be responsible for providing unlimited toll-free Help Desk telephone and email support, online support, free electronic documentation, quarterly software feature and enhancement updates, a service guarantee, disaster recovery services, software and system diagnostics, user blog access, periodic online product seminars, participation onsite and virtual user group meetings, and special promotional offerings. GOVERNMENT FURNISHED EQUIPMENT N/A PERIOD OF PERFORMANCE The period of performance will be August 15, 2015-August 14, 2016 with four (4) one-year options. CONTRACT TYPE The NLRB intends to award a firm fixed price Purchase Order. EVALUATION CRITERIA Award will be made to the responsible contractor whose proposal, conforming to the RFP, will be most advantageous to the Government on the basis of technical and price. Proposals that exceed the NLRB requirements may receive additional consideration under Technical Requirements. These factors are listed in order of importance: Factor I – Technical Approach The technical approach should demonstrate the contractor’s method for accomplishing the requirements outlined in the Request for Proposal and the contractor’s well-thought-out approach that is likely to yield the required results within the required time frame. Factor II – Price Provide pricing for the Base Year and 4 - 1 year Option Periods in the following format: Base: Per month ________ x 12 = ___________per year Option Year 1: Per month ________ x 12 = ___________per year Option Year 2: Per month ________ x 12 = ___________per year Option Year 3: Per month ________ x 12 = ___________per year Option Year 4: Per month ________ x 12 = ___________per year The Government intends to evaluate quotes and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. PROPOSAL SUBMISSION Proposals are to provide the requested information in a brief and succinct manner, making every effort to present information clearly and concisely. Proposals should address the requirements consistent with the evaluation criteria described in this Solicitation. Lengthy narratives containing extraneous information are discouraged. All information shall be submitted in English. Proposals that do not follow this format or otherwise include documentation that is difficult to read, may be rejected or may result in a lower evaluation rating. Proposals are due by 4:00 p.m. EDT on August 7, 2015 via email to Delfina.St.Clair@nlrb.gov. Proposals should be submitted in either Adobe Acrobat or Microsoft Word 2003.
