- Please review the attached solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis. The Defense Manpower Data Center (DMDC) requires operational support for the Defense Research, Surveys, & Statistics Center (DMDC-RSSC) surveys to assess attitudes and opinions on a wide range of personnel issues across the entire Department of Defense (DoD) community, i.e., active duty members, Reserve Component members, civilian employees, veterans, family members, and retirees. These surveys involve assembly/distribution activities as well as receiving/processing survey returns. A detailed description of the requirement, the CLINs, proposal submission instructions, an all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation number H98210-15-R-0036. Solicitation number H98210-15-R-0036 is issued as a request for proposal (RFP). Please provide a complete proposal including: CAGE code, DUNS number, tax identification number (TIN), business size and Central Contractor Registration status. The NAICS code is 541720 and the small business size standard is $25.5 million. Contract award type shall be a Firm-Fixed Price contract. The Period of Performance shall be for twelve months from date of award, with 2 12 month options. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 11:00 AM EST (Eastern Standard Time), September 2, 2015. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at http://www.fbo.gov.
