- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912NS-15-T-2013 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83. The associated North American Industrial Classification System (NAICS) code for this procurement is 336112 with a small business size standard of 1,000.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-08-14 11:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Springfield, MO 65803 The National Guard - Missouri requires the following items, Meet or Exceed, to the following: LI 001: 1. MO TASMG requires a 1000 USG Refuel-Defuel Bowser to support the MO TASMG Maintenance program that supports a 14 State region providing DEPOT level maintenance to 31 support facilities aircraft that is brought into the MO TASMG facility. For example, some of the uses of the 1000 USG Refuel-Defuel Bowser will be used to de-fuel aircraft to conduct required maintenance procedures on the aircraft fuel system. 2. MO TASMG has a need of a 1000 USG Refuel-Defuel Bowser that is capable of de-fueling and re-fueling aircraft. The 1000 USG Refuel-Defuel Bowser must be designed for military fixed and rotary wing aircraft, with minimal maintenance and up keep. The 1000 USG Refuel-Defuel Bowser needs to be user repairable, with a company that has a proven track record of backing their product and providing service, readily available parts, and support for future years. The 1000 USG Refuel-Defuel Bowser when arrives on site must be mission ready and come with an on-site training program and backed by a multi-year warranty. 3. The minimum specification and needs that are required to meet the standards of MO TASMG requirements are as follows: Double walled stainless steel tank to hold 1000 US Gallons, front steer towable cart with a 48 inch towbar that will support a pintle hitch, Cart must be equipped with a hand brake system, Diesel Engine driven pump with a pump output of 50-80 GPM, Filter Separator with water detection for Aviation Fuel, capabilities to conduct Millipore Samples, spring rewind hose reel with 25 foot of 1.5 inch hose with quick disconnect coupler, and we will need an Over Wing Nozzle, Under Wing Nozzle with HECV, Deadman control system. Must have a Static ground reel with 25 feet of cable. Bowser needs to be painted white and product warning decals and placards installed. Custody Transfer Meter must be included. AWARD WILL BE BASED OFF LPTA. ABOVE FACTORS MUST BE MET FOR TECHNICAL ACCEPTANCE. STANDARD SHIPPING INCLUDED., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Missouri intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Missouri is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
