- RFQ-RT-15-00067 Notice of Intent to Sole Source NAICS Code: 811219 Other Electronic and Precision Equipment Repair and Maintenance. The US Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Carl Zeiss Microscopy, LLC (Carl Zeiss), 1 Zeiss Drive, Thornwood, NY 10594, a firm fixed-price purchase order under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) for the purchase of a 1 year (12 month) maintenance service (service) agreement for the Carl Zeiss SIGMA field emission scanning electron microscope (FE-SEM), serial number SIGMA-0168, located at the EPA's Office of Research and Development (ORD), National Exposure Research Laboratory (NERL), Environmental Sciences Division (ESD) in Las Vegas, NV. The service agreement will include the following: scheduled and emergency service performed between the hours of 8:00 am and 5:00 pm Monday through Friday; all travel charges within the continental USA; one (1) preventative maintenance inspection per Service Agreement year (including one routine replacement of field emission gun element); all covered replacement parts; software updates when available; and factory trained Customer Support Engineers. Due to the complexity and sensitivity of the SIGMA FE-SEM and proprietary matters, the FE-SEM can only be serviced by Carl Zeiss factory trained and certified engineers. Carl Zeiss is the only source capable of providing Carl Zeiss factory trained and certified engineers. This purchase order is therefore being directed, without competition, to Carl Zeiss. The circumstances permitting Other than Full and Open Competition at this time is FAR 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or service will satisfy agency requirements. All interested parties who believe they can provide the required service should fully explain their capabilities and qualifications in writing within 5 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. This notice and any amendments will be available via the internet at the following URL: https://www.fedconnect.net/FedConnect/Default.htm. The intent of this synopsis is to state the Government's intention to sole source this acquisition and to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
