- This NOI is being issued by the Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC) to conduct Market Research on Industry's Capabilities in Certification and Accreditations Services. The Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC) intends to issue a Sole Source Modification within Scope FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" to CACI.This award provides for security management, technical support, and DoD Certification and Accreditation (C&A) for Military Healthcare System (MHS)/TMA Directors and TRICARE Contractors' Information Systems (IS). DoD C&A requires at a minimum, a technical and physical security evaluation of IS security safeguards including a qualitative assessment of the potential security risks to the IS configuration's operational system and the countermeasures implemented for the IS and its environment. This qualitative assessment and technical evaluation are expected to consist of at a minimum i.e., Automated Scans, DISA Security Technical Implementation Guides (STIGs), System Security Reviews (Manual Scripts and Interviews), and IS Documentation Evaluation. 2. Scope As the incumbent, CACI Certification and Accreditations Services CACI possess the infrastructure and expertise established to fully support C&A Implementation Support without a significant lead time and incurred costs. CACI currently possesses the operational infrastructure of personnel who have proven in their current performance of the contract requirements to successfully meet the C&A Implementation Support requirements. CACI's is the only awardee that would be able to meet the highly specialized security services, training and certifications in this short duration. CACI has personnel currently supporting DHA IA that have completed DHA specific training, are knowledgeable of DHA DIACAP specific processes, and meet the required certification requirements of DoD 8570.01-M. CACI is fully capable of immediately initiating and completing all required C&A efforts within the required period of performance, ensuring no unacceptable delays occur to DHA's cyber security program. The period of performance shall be 30 September 2015 to 29 September 2016 with one 12 month Option. 3. How to Respond This is a Notice of Intent ONLY; it is not a request for competitive proposals. It is issued solely for Information and Planning Purposes - It does not constitute a Solicitation nor does it restrict the Government as to the ultimate Acquisition Approach. In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 5-10 pages in length. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this NOI. All costs associated with responding to this NOI will be solely at the interested vendor's expense. Not responding to this NOI does not preclude participation in any future Request for Proposal (RFP), if any is issued. The formal closing date for this NOI and submission of Responses is Wednesday, August 4, 2015 at 2:00PM (Will be completed by the COD) EST.
