Contractor Information Sheet REQUEST FOR INFORMATION (RFI) IS NOT CONSIDERED A REQUEST FOR PROPOSAL The Department of State is conducting market research to determine the degree of interest and capability by U.S. Small Businesses only in providing on-site shredding services at Bureau of Consular Affairs (CA), Passport Services Directorate (PPT) Headquarters, (4) Regional Offices, and (26) Passport Agencies, and (3) Passport Centers. No solicitation document is available, and telephone and email requests for a copy of the solicitation will not be honored. Any response to this notice must accompany details expressing clear and convincing evidence of prospective contractors experience, capability and capacity to perform this requirement. This requirement is in its infant stage of development; therefore the information collected is for market research. This RFI serves as a market survey to query the capability of the competitive market. The Department of State, Bureau of Consular Affairs is responsible for the welfare and protection of U.S. citizens abroad, for the issuance of passports and other documentation to U.S. citizens and U.S. nationals, and for the protection of U.S. border security and the facilitation of legitimate travel to the U.S.A primary responsibility of CA/PPT is to carry out the Secretary of State's authority to issue passports to eligible U.S. citizens and U.S. nationals. CA/PPT has paper documents, foils and ribbons, passport books, and polycarbonate passport cards which require on-site secure shredding due to the Personally Identifiable Information (PII) security concerns. The NAICS code is 561990. The Department of State is conducting market research to determine the degree of interest and capability by U.S. Small Businesses only in providing on-site shredding services CA/PPT Headquarters, (4) Regional Offices, and (26) Passport Agencies, and (3) Passport Centers. Responses must clearly demonstrate capabilities through examples of previous and/or current on-site shredding contracts or experience closely related thereto. Vendors must specifically address the following capabilities: • Provide copies of current licenses/permits/registration necessary to transport, shred, and properly dispose of documents, passport books, ribbons and foils, and passport cards. Licenses must be in the name of the U.S. small business. • Ability to train a sizeable workforce to support on-site shredding service for multiple nationwide locations to include Hawaii and Puerto Rico. • Ability to handle on-site shredding of documents, passport books, ribbons and foils, and polycarbonate passport cards. • Experience or capability of making unscheduled collections, disposals, and/or relocation of containers for special events. • Understanding and familiarity with Department of Defense (DoD) and the National Institute of Standards Technology (NIST) Special Publication 800-88 requirements and the capability of complying with both by the performance date of any contract awarded. • Ability to safely keep and track Government-Furnished Property • Ability to produce the following Certification by the National Association for Information Destruction (NAID) to meet suitability requirements for records and accountability • Ability to provide a Certificate of Destruction after the completion of the on-site shredding Submission Instructions It is requested that all interested parties submit the following: 1) capability statement addressing each of the above requirements and 2) the Contractor Information Sheet by e-mail to Melissa Tyson at TysonMR@state.gov and Edward Baran at BaranEJ@state.gov by 10:00 AM ET, August 6, 2015. **Interested parties shall complete the Contractor Information Sheet which is attached.** If you have any questions or comments, please reference the Sources Sought Notice number in the subject line of the e-mail. At this time, the U.S. Department of State does not guarantee that any future contracts may be awarded covering the aforementioned duties and responses to this Sources Sought notice do not bind the U.S. Department of State to any agreement with the responder, be it explicit or implied.
