Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6-streamlined procedures for commercial items, in conjunction with FAR subpart 13 and as supplemented with additional information included in this notice. This is a Firm Fixed Priced Contract. Only qualified offerors may submit offers. Solicitation VA-249-15-Q-0691 is issued as a Request for quote (RFQ) and constitutes the only solicitation, a written solicitation will not be issued. This requirement is a Small Business Set Aside. The NAICS Code is 334516 and size standard is 500. Any firm that does not meet the capability and size standard under this NAICS code should not submit a response to this notice. The government anticipates awarding a Firm Fixed Price award. The bases of award will be Lowest Price Quote. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government. In order to be considered for a government award, the firm must be registered in SAM @ www.sam.gov and be capable of providing all services required to successfully complete laboratory reference tests listed in the attached statement of work. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this/these address (es). 52.252-2, Clauses Incorporated by Reference: This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. 52 series can be reviewed at http://farsite.hill.af.mil/vffara.htm. 852 series can be reviewed at http://www.va.gov/oal/library/vaar/ Submission of Quote: The Offeror shall submit their quote on company letterhead and shall include unit price, total, unit quantity, terms of any express warranty, unit price, overall total price, applicable shipping charges and item description as specified below, as offered discounts, proposed delivery time, name, address, and telephone number of the offeror, firm's DUNS# and ORCA document in SAM at www.sam.gov. If the item is on government contract, provide the contract number on the quote. Complete copy of 52.212-3 Offerors Representations and Certifications- Commercial Items, and ORCA document. The offeror shall provide sufficient evidence that they possess adequate resources, capability, experience, responsibility and integrity to meet the technical capabilities to comply with the requirements of the resulting contract. All responses to questions will be incorporated into a written amendment posted to the Federal Business Opportunities website (www.fbo.gov). Requirements The Lexington VAMC R&D Department requires a Multiplex Fluorescent Western blotting detection device to conduct studies. The R&D Department is seeking a Multiplex Fluorescent Western blotting detection device with the same or better characteristics as the Bio-Rad ChemiDoc Touch All Trays model: 1708383. 1.Assess DNA and protein content from gels after electrophoresis 2.Must be able to assess total gel protein content within 5 minutes or less then conduct standard 3.Western blot generation and assessment 4.Permits combined analysis which eliminates requirement to re-blot and reanalyze samples to confirm protein loading 5.Sensitivity range, allowing optimal detection of both faint and intense signals 6.Must capable of utilizing the Stain-fee work flow to verify each step of the gel and western process eliminating the need for Coomassie and Ponceau staining and house-keeping normalization. 7.Utilizes Image Lab Software and can be run on Mac or PC platforms 8.Must have Measurement Sensitivity Quantum Efficiency of 75% at 525nm. 9.Includes training, installation and technical support 10.Camera must be able to move and have pixel size of 2758 H x 2208 V or better. 11.Preferred touch screen size is 12.1 inches or greater 12.Must have a source for components or reagents to support the complete work-flow
