- This is a solicitation for construction. The solicitation Number is P15PS01841 and is issued as a Request for Proposal (RFP) under Federal Acquisition Regulation (FAR) Parts 13, 15, and 36. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. The FAC is available at https://www.acquisition.gov/FAR. This is solicited as Total Small Business Set-Aside under NAICS code 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a U. S. Small Business Administration size standard of $15.0 million. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). The Government anticipates awarding a Firm-Fixed-Price (FFP) purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is the lowest price offer. Delivery is F.O.B. Destination; Ridgefield, CT. Weir Farm National Historic Site (WEFA) is located at 735 Nod Hill Road in Wilton CT. WEFA also has a 3,000 square foot, modern residential structure built in 1998 located.75 miles from the historic core of the park at 250 Old Branchville Road, Ridgefield CT. (OBS) which is where the work is to be performed. OBS has a garage with basement access on same level. The basement is a full size with 8 foot ceilings and has all modern framing and components. The objective of this requirement is to remove the old heating, ventilation, and air conditioning units that are 17 plus years old and are approaching the end of their lifecycle. Once old equipment is removed, it is to be replaced with new, energy efficient models. Also air purification will be added to system as well as dehumidification. The Contractor shall ensure that energy-consuming products are energy efficient products (i.e., ENERGY STAR ® products or FEMP-designated products).
