- Notice of Intent - The USDA, ARS, PA intends to award a sole source procurement to VWR Scientific 800 E. Fabyan Prkwy, Batavia, IL. 60510, as they are the sole source for this type of imaging system pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for an Azure Biosystems C400 imaging system that must support the following applications: (1) blot detection application, (2) chemiluminescent detection, (3) RGB and visible fluorescently labeled protein array detection, (4) DNA detection using UV excitation, visible light imaging and blue light imaging. To accommodate restricted space, this system must fit within specific parameters and work seamlessly with other pieces of equipment requiring the dimensions to be no more than 15 x 22 x 15 inches. Specifically, this system must meet the following specifications: Specifications • Touch screen interface • RGB LEDS o excitation at 460, 526 and 628nm for Cy2/Cy3/Cy5 • EPI white lights for light imaging • EPI blue LED at 470 for blue excited DNA dyes • Visible Dye (transilluminated light) imaging for white light dyes such as Coomassie • High resolution camera (8.3 mega pixels) • Peltier cooling for camera • Dual focus imaging • 7 position filter wheel • Chemi blot shelf • 3 USB ports • Large field of view (20x15cm) • Dual wavelength UV for peaks at 302 and 365nm for wide range of dyes • Safety interlock to prevent accidental UV exposure • Upgradable/modular to accommodate additional applications • 16bit dynamic range • Footprint no larger than 15x22x15 inches Software • Automatic lane and band detection for full or semi automation • Molecular weight analysis • Annotation tools • Multiplex analysis • PDF report generator • Background subtraction • Wide range of data fields to display • Integrated tutorials The Government intends to award a firm fixed price Purchase Order on or about August 17, 2015, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 14, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement.
