Description
This is a Notice of Intent to Increase the Ceiling of Contract N66001-15-C-4034 awarded on behalf of the Defense Advanced Research Projects Agency Microsystems Technology Office (DARPA MTO) on 13 April 2015 for a performance period of twelve (12) months. The effort is a seedling contract for research entitled, Hierarchical Temporal Memory, Computer Vision, Machine Intelligence, Cortical Processing/ ImageVideo Understanding, and was issued from the DARPA MTO Broad Agency Announcement (BAA) 14-42 Office Wide Microsystems Technology Office, that involves the contractor to investigate the creation of a Hierarchical Temporal Memory model of the neo-cortex using saccadic vision. Saccadic vision, used by humans, explicitly introduces time by scanning a scene through motions of the eyeball. The scene is encoded by a combination of the saccadic scan path and primitive image elements selected from a library of previously created elements, which are stored (in HTM) as Sparse Distribute Representations (SDR). Further, the contractor intends to demonstrate an embodiment of the Saccadic visual architecture by constructing a prototype on a conventional 2D implementation consisting of multiple chips arranged on a set of boards. Under this additional effort, the contractor shall conduct a study that would quantitatively analyze the benefits of implementing the Hierarchical Temporal Memory (HTM) Models on specialized hardware based on 3D wafer-scale integration. The added on task with then compare performance/power of the 3D wafer scale integrated solution to other conventional implementations, such as a quasi-2D implementation. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA DSO could not have reasonably estimated the results and/or need for additional research under this program. This action includes a ceiling increase of approximately $210,000. Although this notice of intent is not a request for competitive proposals or quotes, interested parties may submit comments in writing to the Contract Specialist, Jen Perez, Code 22530, Space and Naval Warfare Systems Center, Pacific who may be reached by telephone at (619) 553-7918 or via email to jeannette.perez1@navy.mil. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
